By studying the influence of the two main external actors in post-Soviet space, the EU and Russia, this study contributes to the increasing body of literature that studies the causes of democratic recession and authoritarian backlash in post-Soviet states and the role of regional actors in these processes. Empirically, the study finds the EU to be both a democracy-promoting and democracy-hindering actor in post-Soviet states. Russia’s impact, on the other hand, is far more negative than the literature on democratization and autocracy promotion typically suggests. It negatively affects both the quality of democracy of post-Soviet states and limits the EU's options for promoting democracy in its neighborhood.

The Oxford Handbook of Comparative Regionalism - the first of its kind - offers a systematic and wide-ranging survey of the scholarship on regionalism, regionalization, and regional governance. Unpacking the major debates, leading authors of the field synthesize the state of the art, provide a guide to the comparative study of regionalism, and identify future avenues of research. Twenty-seven chapters review the theoretical and empirical scholarship with regard to the emergence of regionalism, the institutional design of regional organizations and issue-specific governance, as well as the effects of regionalism and its relationship with processes of regionalization. This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers — China, Russia and Saudi Arabia — to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. This was previously published as a special issue of Democratization.

Libman and Obydenkova reveal how legacies of the Communist Party of the Soviet Union (CPSU) have survived in the politics, economic development, culture, and society of post-Communist regions in the 21st Century. The authors show how this impact is not driven by Communist ideology but by the clientelistic practices, opportunism and cynicism prevalent in the CPSU. Their study is built on a novel dataset of the CPSU membership rates in Russian regions in the 1950s-1980s, alongside case studies, interviews and an analysis of mass media previously only available in Russian and discussed here in English for the first time. It will appeal to students and scholars of Russian and Eastern European politics and history, and anyone who wants to better understand countries which live or have lived through Communism: from Eastern Europe to China and East Asian Communist states.
