The agriculture and land use sector (crops, livestock, forestry, fisheries and aquaculture) hereafter referred to as the AFOLU (Agriculture, Forestry and Other Land Use) sector for ease of reference – features prominently amongst the adaptation and mitigation contributions set forth in the nationally determined contribution (NDCs) – up to 96 and 88 percent, respectively (FAO, 2016a). This paper presents a step-by-step methodology for assessing the overall coverage of mitigation and adaptation policies and measures in the NDCs, as compared against major greenhouse gas (GHG) emission “hotspots” and adaptation “hotspots” in the AFOLU sector. It also provides a gap-filling methodology for estimating economy-wide and sector-specific baseline and NDC mitigation scenarios based on regional trends. The overall objective is to support national policy makers in NDC review and revision processes so as to better align or integrate mitigation and adaptation policies to address sectoral GHG and adaptation hotspots. To date, the sector-specific methodology has been adopted by FAO to conduct a series of mitigation and adaptation policy coverage in the NDCs at the regional-level, including Eastern Africa (FAO, 2017), Europe and Central Asia (FAO, 2019), Asia (FAO, 2020b) and the Pacific (FAO, 2020c), Latin America (FAO, 2020d) and the Caribbean (FAO, 2020e).

Climate change poses many challenges that affect society and the natural world. With these challenges, however, come opportunities to respond. By taking steps to adapt to and mitigate climate change, the risks to society and the impacts of continued climate change can be lessened. The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

Almost every country has formulated its Nationally Determined Contribution to the global response to climate change. These national climate action plans were key to the landmark adoption of the 2015 Paris Agreement. They will also be central to its implementation – even if, taken together, current plans are insufficient to meet the aims of the Paris Agreement. Every five years, countries update their NDCs to demonstrate increased ambition. But while essential, ambition alone is not enough. This book shows that to be able to realize their climate ambition, countries also need to enhance the effectiveness of their plans and policies. Enhancing effectiveness involves improving the transparency, coherence and implementability of their NDCs. To ramp up ambition and effectiveness, future NDCs must build on and learn from experience. Based on a detailed analysis of the first round of NDCs by some of the world’s most knowledgeable climate policy experts, this book offers critical insights relevant to mitigation, adaptation and means of implementation. The book also discusses key elements of the Paris Agreement and broader climate policy, including the Enhanced Transparency Framework and the Paris Committee on Capacity Building, as well as considerations of equity and development. It is a must-read for researchers, policymakers, practitioners, and civil-society experts working on climate policy. Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

This is corpus linguistics with a text linguistic focus. The volume concerns lexical inequality, the fact that some words and phrases share the quality of being key---and thereby reflect or promote important themes in some textual contexts, while others do not. The patterning of words which differ in their centrality to text meaning is of increasing interest to corpus linguistics. At the same time software resources are yielding increasingly more detailed ways of identifying and studying the linkages between key words and phrases in text databases. Analysing and synthesising vast data sets from a multitude of disciplines including climate science, economics, hydrology and agricultural research, this volume seeks new methods of combining climate change mitigation, adaptation, development, and poverty reduction in ways that are effective, efficient and equitable. A guiding principle of the project is that new alliances of state and non-state sector partners are urgently required to establish cooperative responses to the threats posed by climate change.
