Transformations of thought among British foreign policy makers since World War II have motivated this new study. For the first time in its history, during the postwar decade, Britain began to abandon its worldpower outlook and to turn toward a European consensus, substituting regional interests for its global perspective. The author asks: How does a people so attuned to worldwide interests and commitments reconcile itself to such drastically altered circumstances as those that followed World War II? How does a people that has historically viewed with hostility the unification of continental Europe develop as a top foreign priority participation in the European integration movement? The book focuses on the response of the British Government to changing international and domestic forces, including elite groups at home. Britain Faces Europe is the first book to examine both the development of British policy and the evolution of attitudes in the British private sector toward European integration between 1957 and 1967. Drawing on public documents and interviews, the author traces the movement of British policy toward a more European outlook. Investigating publications of interest groups such as the National Farmers Union, the Trades Union Congress, the Confederation of British Industry, and such Europe-oriented groups as Federal Union and the United Kingdom Council for Europe, the author traces the development of support for Common Market membership in the private sector. Developing attitudes in representative British newspapers and journals and those of parliamentary parties art described. Publications and statements of "anti-European organizations and public opinion polls are also examined. Important elements of the study for all students and observers of world affairs are its examination of British expectations from European integration and its assessment of the British Common Market case from propositions about integration drawn from theoretically-oriented literature. The book is an innovation in approach in that other studies have focused almost exclusively on descriptions of official policy without major reference to either the private sector or theories of integration at the international level.

Amold STRUYCKEN, premier Directeur politique et deu xieme Greffier de l'Assemblee du Conseil de l'Europe. La pre paration de ce projet fut facilitee grâce au concours du Dr. B. LANDHEER, Directeur de la Bibliotheque du Palais de la Paix a La Haye, qui est maintenant le Redacteur en Chef de l'Annuaire et celui de la maison d'edition Martinus NIJHOFF qui a toujours publie cet ouvrage avec beaucoup de soin et de distinction. La Resolution du Comite des Ministres, en date du 30 juin 1953, stipulait que l'Annuaire Europeen serait consacre a l'etude objective des organisations intemationales europeennes et de leurs travaux, sous la responsabilite d'un Comite de Redaction independant, sans caractere officiel ou politique, qui s'inter dirait de formuler des opinions sur aucun aspect des affaires intemationales. Le premier President de ce Comite de Redaction etait Lord LA YTON, publiciste connu, militant europeen et, pendant de longues annees, Vice-President de l'AssembIee Consultative.

This full-term study of the Western European Union (WEU) brings to life the history of Europe’s search for a co-operative security and defence order, from its post World War II origins to the present day. Establishing the WEU as a support organization, designed to promote the two security "ideas" of collective defence and integration through the primary organizations of Alliance and Community, this book offers a window onto the challenges faced in the development and management of NATO and the evolving EC/EU over time. As the WEU’s historical journey unfolds, the frequently competing visions of the future organization of the European security space are exposed in the fluctuating nature of its own functional evolution and devolution. A hybrid organization driven by its dual support role, the constructively ambiguous and conveniently autonomous WEU was to provide a mechanism through which divergent interests could converge and inherent tensions be relieved, preventing NATO and EC/EU stagnation. This book offers fresh insight into the means by which the gradual transformation of the institutional framework of European security was enabled, and stakes the WEU’s claim as a fundamental and life-long contributor to the stability of the European security system.
