The great increase in natural phenomena with high destructive potential, that have materialized in events with social and economic catastrophic consequences for people and governments during the last decades, show the urgent need to investigate the issue of prevention. This thesis aims to analyze and discuss the strategies used in managing risk and provide possible strategies for intervention in the countries affected by natural disasters. The analysis of different study cases allows to evaluate the best and the worst planning practices employed in different times and contexts, the circumstances that let the disaster happened and why a country is considered more or less vulnerable. The review of the study cases includes the analysis of the concepts of emergency architecture, emergency planning and post-disaster reconstruction, with the purpose of understanding the contributions provided by the architecture, the governments, the citizens and the institutions responsible for disaster management in such situations. The study cases that have been selected are representative samples of the different possible scenarios in the world. ltaly, Chile, Japan and the United States have a high exposure to seismic and hydro-meteorological natural phenomena with a high destructive potential. All the four countries have shown that a high level of exposure, combined with accentuated features of social, economic, physical, environmental and political vulnerability, generales an increasing in the incidence of disasters. One of the main reasons at the base of the choice of the study cases is that I have lived in person the experience of the disasters and I took part in the reconstruction practices in some of the countries selected. The purpose of this thesis is to provide some basic tools to reduce risk of natural disasters, by defining a new approach to both disaster management and prevention of emergency, that is formulated in the frame of urban ecology. lt aims to develop a database and a set of indicators of global observation with a level of local detail that are supposed to aid the understanding of the complex manifestations of the risk in different situations. The strategies that should be developed in order to reduce the degree of disaster risk are defined and ordered according to different levels of intervention: planning at geographical, urban and building scale, regulatory and social policies and actions implemented by the governments. Even if great progresses have been made in the field of the natural disasters management, there is an urgent need to approach the topic of the risk from a new point of view. For sure, adopting some new guidelines will not prevent a catastrophic event to occur, but will contribute to promoting a culture of prevention and disaster risk reduction aimed at more sustainable human development.

Espa?a es uno de los pa?ses europeos con mayor n?mero de muertos provocados por estos sucesos catastr?ficos. Tipos de desastres: - Temperaturas extremas - Inundaciones y tormentas - Terremotos y volcanes - Mareas negras - Incendios forestales - Derrames t?xicos por actividades mineras - Escasez de agua y sequ?as - Corrimientos de tierra Aunque se han adoptado diversas leyes y pol?ticas europeas para hacer frente a estos desastres, hace falta un mayor esfuerzo, as? como la armonizaci?n de las distintas iniciativas puestas en marcha por cada pa?s. Se?alan la necesidad de implementar el denominado Sistema Integrado de Gesti?n de Riesgos (IRM), que incluye la prevenci?n, preparaci?n, respuesta y recuperaci?n frente a los riesgos naturales en toda Europa. Indican que algunas de las medidas m?s efectivas se pueden tomar a escala local y municipal, como la mejora de drenaje natural y unos adecuados planes de urbanismo para evitar inundaciones, o una atenci?n adecuada para amortiguar los efectos de las olas de calor. Otra de las medidas necesarias pasa por una mayor inversi?n en estudios y sistemas de alerta y respuesta temprana, que ayuden a prevenir y reducir los desastres y evaluar su impacto. Los ciudadanos responden y se protegen mejor frente a un desastre natural, si disponen de los medios materiales para ello, en especial las personas m?s desfavorecidas, destaca la necesidad de que los planes de ordenaci?n territorial de ciudades, municipios, etc., tengan en cuenta los peligros naturales que les pueden afectar. Los responsables institucionales deber?an impedir, mediante estos planes territoriales, la ocupaci?n de ?reas de riesgo elevado y mejorar los sistemas de denuncia para evitarlo. Los mapas de riesgo son una cartograf?a que determina el grado de exposici?n de las personas, actividades econ?micas e infraestructuras de un territorio a determinados peligros naturales, como inundaciones, deslizamientos, sequ?as, temporales, sismicidad, vulcanismo, etc Los encargados de atender cat?strofes naturales, tanto profesionales como personal voluntario, necesitan un entrenamiento adecuado para responder con celeridad y eficacia. Los planes de prevenci?n, evacuaci?n en empresas, instituciones, etc. sirven para concienciar de la necesidad de estar prevenidos ante un desastre natural y saber c?mo responder. El tiempo de respuesta y la capacidad de saber c?mo actuar salvan muchas vidas. La educaci?n ambiental, en especial en escuelas y en territorios de riesgo elevado, es esencial para interiorizar que en cualquier momento puede ocurrir un desastre natural y saber reaccionar en caso de que se produzca uno, hablan de aprender a "convivir" con el riesgo: "en vez de intentar modificar de manera constante los procesos naturales de riesgo, deber?amos aprender a dejar que el r?o inunde el espacio que tiene que inundar y minimizar al m?ximo los da?os que pueda causarnos" . Los ecosistemas tienen un valor mucho mayor del que puede parecer a simple vista. Bosques sin una pol?tica forestal sostenible, suelos erosionados, r?os sin un drenaje adecuado, etc., dejan a la poblaci?n lim?trofe m?s indefensos ante eventuales cat?strofes naturales. Las investigaciones cient?ficas contribuyen a mejorar el conocimiento del origen y desarrollo de los desastres naturales, adem?s de a crear sistemas para prevenir y reducir los desastres y evaluar su impacto. This artist's book accompanies the exhibition of a collaborative project by Swiss artist Ursula Biemann and Brazilian architect Paulo Tavares, presented at the Eli and Edythe Broad Art Museum, MSU in August 2014. Forest Law is a dynamic visual-textual engagement with the legal, ecological, cosmological and scientific dimensions of the tropical forest in the Ecuadorian Amazon. A trajectory through a transforming landscape, the book illuminates a series of legal cases and indigenous struggles for the rights of nature, incorporating text fragments, video stills and newly designed maps as well as a selection from legal documents, historical archives and other research material.
