With most of the world's advanced economies now stuck in recession; Western support for defense cuts and nuclear disarmament increasing; and a major emerging Asian power at odds with its neighbors and the United States; it is tempting to think our times are about to rhyme with a decade of similar woes—the disorderly 1930s.Might we again be drifting toward some new form of mortal national combat? Or, will our future more likely ape the near-half-century that defined the Cold War—a period in which tensions between competing states ebbed and flowed but peace mostly prevailed by dint of nuclear mutual fear and loathing?The short answer is, nobody knows. This much, however, is clear: The strategic military competitions of the next 2 decades will be unlike any the world has yet seen. Assuming U.S., Chinese, Russian, Israeli, Indian, French, British, and Pakistani strategic forces continue to be modernized and America and Russia continue to reduce their strategic nuclear deployments, the next arms race will be run by a much larger number of contestants—with highly destructive strategic capabilities far more closely matched and capable of being quickly enlarged than in any other previous period in history.

In the wake of Malaysia’s 13th General Election some commentators speak of a sharpening of ethnic politics — with Prime Minister Najib blaming a “Chinese tsunami” for his government’s polling setbacks; others are optimistic about the arrival of a new “non-racialized form of politics” and the emergence of “transethnic solidarity”. This book, which engages with both the race paradigm and its opponents, warns that change is likely to come slowly — but is not impossible. Malaysia’s race paradigm is a man-made ideological construct — one that has been contested in the past, and could realistically be contested in the future. In confronting the continuing challenge of globalization, Malaysians should not neglect the history of ideas — and ideology — as they search for new options.

This report, jointly sponsored by SIPRI and the Maritime Institute of Malaysia (MIMA), draws together the work of eight experts on armaments and Asia-Pacific security affairs to present analysis and extensive data on arms- and defence-related tranparency mechanisms in South-East Asia. It also includes a de facto arms trade re gister for South-East Asia covering the period 1975-96. The book will prove useful to security analysts and policy makers seeking analysis of and practical approaches to transparency and confidence building in South-East Asia.

Intensifying geopolitical rivalries, rising defence spending and the proliferation of the latest military technology across Asia suggest that the region is set for a prolonged period of strategic contestation. None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.

This title was first publishd in 2002. This work uses the concept of the "arms dynamic" to identify and assess the various factors which influenced arms acquisitions of Southeast Asian states during the second Cold War period from 1979 to 1989, providing an essential basis for understanding contemporary developments. The book provides a comprehensive and systematic explanation of the reasons for arms purchases in SE Asia during the 1980s and aims to fill a gap in the literature by fully exploring arms procurement processes in the region prior to the end of the Cold War.
