This book provides a comprehensive analysis of the benefits and challenges of intensifying groundwater irrigation in Sub-Saharan Africa (SSA) for improving smallholder agrarian livelihoods. Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. This book addresses groundwater governance, a subject internationally recognized as crucial and topical for enhancing and safeguarding the benefits of groundwater and groundwater-dependent ecosystems to humanity, while ensuring water and food security under global change. The multiple and complex dimensions of groundwater governance are captured in 28 chapters, written by a team of leading experts from different parts of the world and with a variety of relevant professional backgrounds. The book aims to describe the state-of-the-art and latest developments regarding each of the themes addressed, paying attention to the wide variation of conditions observed around the globe. The book consists of four parts. The first part sets the stage by defining groundwater governance, exploring its emergence and evolution, framing it through a socio-ecological lens and describing groundwater policy and planning approaches. The second part discusses selected key aspects of groundwater governance. The third part zooms in on the increasingly important linkages between groundwater and other resources or sectors, and between local groundwater systems and phenomena or actions at the international or even global level. Water Management in Africa and the Middle East: Challenges and Opportunities

This book is a hard copy of the editorial and all the papers in a Special Issue of the peer-reviewed open access journal ‘Water’ on the theme ‘Managed Aquifer Recharge for Water Resilience’. Managed aquifer recharge (MAR) is the purposeful recharge of water to aquifers for subsequent recovery or environmental benefit. MAR is increasingly used to make water supplies resilient to drought, climate change and deteriorating water quality, and to protect ecosystems from declining groundwater levels. Global MAR has grown exponentially to 10 cu.km/year and will increase ten-fold within a few decades. Well informed hydrogeologists, engineers and water quality scientists are needed to ensure that this investment is effective in meeting increasingly pressing needs. This compilation contains lessons from many examples of existing projects, including several national and continental summaries. It also addresses the elements essential for identifying and advancing projects such as mapping aquifer suitability and opportunities, policy matters, operational issues, and some innovations in MAR methods and monitoring. This collection exemplifies the state of progress in the science and practice of MAR and is intended to be useful, at least to water managers, water utilities, agricultural water users and urban planners, to facilitate water resilience through new MAR projects.

According to estimates by the International Land Coalition based at the International Fund for Agricultural Development (IFAD), 57 million hectares of land have been leased to foreign investors since 2007. Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa. The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa. The editors have involved a highly diverse group of around 25 expert researchers, who will review the pro and anti-investment arguments, geopolitics, the role of capitalist investors, the environmental contexts and the political implications of, and reasons for, leasing millions of hectares in Sub-Saharan Africa. To date, there has been no attempt to review land investments through a suite of different lenses, thus this handbook will differ significantly from existing research and publication.
