Con gran beneplácito se presenta a la comunidad académica y profesional el segundo número del Anuario Iberoamericano de Derecho de la Energía, el cual forma parte de la "Colección de Anuarios de Derecho Público Iberoamericano", que dirige el Profesor Jaime Rodríguez-Arana Muñoz desde la Universidad de la Coruña, España, en su calidad de presidente de Ius Publicum Innovatio y que en esta oportunidad es el libro conmemorativo de los veinte años de existencia del Departamento de Derecho Minero-Energético de la Universidad Externado de Colombia. Esta obra de investigación, integral. y ambiciosa, dirigida por el profesor Luis Ferney Moreno y coordinada por el profesor Carlos Villanueva, se presenta en el marco del Segundo Congreso Anual de la Asociación Iberoamericana de Derecho de la Energía (ASIDE) y de las XV Jornadas Internacionales de Derecho Minero Energético, celebradas, se reitera, con motivo de los veinte años de fundación del Departamento de Derecho Minero Energético de la Universidad Externado de Colombia, centro académico líder en el estudio del sector minero-energético en América Latina.

At first glance, one may think of international investment law as a response to custom (or lack thereof), instead of a field of its application. However, in fact, the opposite is the case. The interpretation and application of customary rules and principles are the bread and butter of international investment law and arbitration. With a diverse range of expert contributors, this collection traces how customary international law is practised in international investment law. This book presents the proceedings of International Conference on Knowledge Society: Technology, Sustainability and Educational Innovation (TSIE 2019). The conference, which was held at UTN in Ibarra, Ecuador, on 3–5 July 2019, allowed participants and speakers to share their research and findings on emerging and innovative global issues. The conference was organized in collaboration with a number of research groups: Group for the Scientific Research Network (e-CIER); Research Group in Educational Innovation and Technology, University of Salamanca, Spain(GITE-USAL); International Research Group for Heritage and Sustainability (GIIPS), and the Social Science Research Group (GICS). The term “knowledge society” can be understood as the management, understanding and co-creation of knowledge oriented toward the sustainable development and positive transformation of society. In this context and on the occasion of the XXXIII anniversary of the Universidad Técnica del Norte (UTN), the Postgraduate Institute through its Master of Technology and Educational Innovation held the I International Congress on Knowledge Society: Technology, Sustainability and Educational Innovation – TSIE 2019, which brought together educators, researchers, academics, students, managers, and professionals, from both the public and private sectors to share knowledge and technological developments. This book presents the research results of an interdisciplinary study on climate change policies by the Enforcing Environmental Policy (EEP) Network, a project supported by the Human Dimension Potential Programme. Contributions are from highly qualified economic and legal specialists based at research institutes across Europe. The book gives answers to several questions related to the implementation of the international rules on climate change, most notably the Kyoto Protocol. It analyses ways and means to facilitate and encourage compliance with the objectives of the Kyoto Protocol.
