The International Guidelines are divided into four other chapters. Chapter 2 provides a brief summary of the antitrust and related laws that are likely to have the greatest significance for businesses engaged in international activities. Chapter 3 describes what connections to the United States are sufficient for the Agencies to investigate or bring enforcement actions challenging conduct occurring abroad or involving or affecting foreign commerce. Chapter 4 describes the Agencies' consideration of international comity concerns and the role of foreign government involvement in determining whether to open an investigation or bring an enforcement action. Chapter 5 provides guidance on the Agencies' pertinent investigatory tools and their enforcement cooperation with foreign authorities. These International Guidelines also include a number of examples that are intended to illustrate how the principles and policies discussed may operate in certain contexts.
