Excerpt from Annual Report of the Provost to the Board of Trustees: To September 1, 1896, Including the Report of the Acting Provost From June 9, 1894 Gentlemen - I have the honor to submit to you the history of the University from the 9th of June, 1894, until August 31, 1896. During nearly the whole Of the first half of this period, the University was with out a permanent official head; but at the suggestion of the Board, I assumed the position Of acting-pro vost. Notwithstanding this fact, it seems right that there should be presented to you a statement of the University's affairs, both during the period when I acted as Provost, and since the time when the Provost ship of the University was committed by you to my responsibility. I beg first to refer to the more impor tant changes which have taken place in our University ranks, through death or resignation. Your Board has rarely sustained so many losses in membership in as brief a period. Within two years Mr. Henry H. Houston, the Hon. Henry Reed, the Rev. Dr. Charles W. Schaeffer and Dr. William Hunt have been taken from us, and each removal was a distinct loss to the University, and a personal bereave ment to those with whom they have been associated in its service. Excerpt from Annual Report of the Provost to the Board of Trustees: From September 1, 1898, to September 1, 1899 I need not refer at length to the other two-year courses. Public service and commercial life require now, with peculiar emphasis, well educated and specially trained men. Such subjects as International Law Diplomatic and Commercial History, Foreign Commerce and Exchange, Extra Territorial Jurisdiction and similar topics, enter into the educational needs of students in ways which the University must answer. Consuls and Diplomatic Representatives of the United States are called upon now to deal with complex questions, requiring special knowledge of such subjects. So far as I have observed these two courses have received more public comment from the Press of the country than any others which the University has recently offered - from which we may judge, I think, that there has been strikingly wanting what the University now offers to supply. It is a matter of recent recollection with what thought and difficulty the financial relations Of all Departments of the University to the Corporation were unified. Not the least of the benefits which have resulted from this action of your Board has been the development of relations between Depart ments. These inter-relations are growing. Many students avail themselves of the privilege of attending lectures, as Dean Penniman states, in other Departments than that in which they are registered; and now, for the first time. From 1872 to 1883 he was Professor of Geology and Mining, and for the greater partofthattimedeanofthetowneschool. Hisgreatest monument, however, is his enormous and fruitful work as State Geologist, in the investigations of and publications on the Geology of Pennsylvania. There were then but few professors to make a faculty, but any one who looks back upon them may say, Truly there were giants in those days; and some of us can remember with admiration the personal qualities and warm fellowships that bound them so closely together. It is beyond the province of this report, and yet I cannot refrain from saying how sadly we were afiected by daths outside of the oficial family. There were losses among our Alumni, of some of the younger men of noble character and fairest promise, which we cannot forget as we survey the records of the year, nor remember without a renewal of the sorrow of their announcement.
