In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.

Previously published in 2005 by UNESCO and Deltares (Delft Hydraulics at the time), this new edition, written again with contributions from Jery R. Stedinger, Jozef P. M. Dijkman, and Monique T. Villars, is aimed equally at students and professionals. It introduces readers to the concept of viewing issues involving water resources as a system of multiple interacting components and scales. It offers guidelines for initiating and carrying out water resource system planning and management projects. It introduces alternative optimization, simulation, and statistical methods useful for project identification, design, siting, operation and evaluation and for studying post-planning issues. The authors cover both basin-wide and urban water issues and present ways of identifying and evaluating alternatives for addressing multiple-purpose and multi-objective water quantity and quality management challenges. This open access textbook provides a concise introduction to economic approaches and mathematical methods for the study of water allocation and distribution problems. This is a global survey and assessment of the structure, evolution, and performance of water institutions – administration policies and regulatory practices – in regional, national, and international settings. The coverage includes analysis and discussion of the rationale for institutional innovations, based on case study findings; specific suggestions for sustainable institutional design; and recommendations for implementing institutional reforms.

In December 2002, a group of specialists on water resources from the United States and Iran met in Tunis, Tunisia, for an interacademy workshop on water resources management, conservation, and recycling. This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.
