A collection of the most advanced and authoritative agricultural-economic research in the face of increasing water scarcity. Agriculture has been critical in the development of the American economy. Except in parts of the western United States, water access has not been a critical constraint on agricultural productivity, but with climate change, this may no longer be the case. This volume highlights new research on the interconnections between American agriculture, water resources, and climate change. It examines climatic and geologic factors that affect the agricultural sector and highlights historical and contemporary farmer responses to varying conditions and water availability. It identifies the potential effects of climate change on water supplies, access, agricultural practices, and profitability, and analyzes technological, agronomic, management, and institutional adjustments. Adaptations such as new crops, production practices, irrigation technologies, water conveyance infrastructure, fertilizer application, and increased use of groundwater can generate both social benefits and social costs, which may be internalized with various institutional innovations. Drawing on both historical and present experiences, this volume provides valuable insights into the economics of water supply in American agriculture as climate change unfolds.

In America's arid southwest, climate change will occur in the context of already-keen competition for water for agriculture, urban growth, electricity generation, water-based recreation, and environmental protections. This book explores the challenges that climate change and variability pose for water and energy managers and users, communities, and policy makers in the arid Southwest and demonstrates the application of economic methods to address these challenges. It provides valuable tools for both those interested in resource management and climate change, and those seeking to understand how economic methods can be used to analyze contemporary social problems and craft appropriate responses. The book considers both adaptation to long-term climate change and more immediate issues of water and electricity management in the face of inter-annual climate variability and drought. Thus, no matter what one's perspective on long-run climate change projections, the book provides useful lessons for some of the region's most pressing resource management problems.

To understand the impacts of support programs on global emissions, this paper considers the impacts of domestic subsidies, price distortions at the border, and investments in emission-reducing technologies on global greenhouse gas (GHG) emissions from agriculture. In a step towards a full evaluation of the impacts, it uses a counterfactual global model scenario showing how much emissions from agricultural production would change if agricultural support were abolished worldwide. The analysis indicates that, without subsidies paid directly to farmers, output of some emission-intensive activities and agricultural emissions would be smaller. Without agricultural trade protection, however, emissions would be higher. This is partly because protection reduces global demand more than it increases global agricultural supply, and partly because some countries that currently tax agriculture have high emission intensities. Policies that directly reduce emission intensities yield much larger reductions in emissions than those that reduce emission intensities by increasing overall productivity because overall productivity growth creates a rebound effect by reducing product prices and expanding output. A key challenge is designing policy reforms that effectively reduce emissions without jeopardizing other key goals such as improving nutrition and reducing poverty. While the scenario analysis in this paper does not propose any particular policy reform, it does provide an important building block towards a full understanding the impacts of repurposed agricultural support measures on mitigation of greenhouse gas emissions and adaptation to climate change. That full analysis is being undertaken in subsequent work, which will also take account of land-use change and alternative forms of agricultural policy support to align objectives of food security, farmers’ income security, production efficiency and resilience, and environmental protection.

"The challenges facing agriculture are plenty. Along with the world's growing population and diminishing amounts of water and arable land, the gradual increase in severe weather presents new challenges and imperatives for producing new, more resilient crops to feed a more crowded planet in the twenty-first century. Innovation has historically helped agriculture keep pace with earth's social, population, and ecological changes. In the last 50 years, mechanical, biological, and chemical innovations have more than doubled agricultural output while barely changing input quantities. The ample investment behind these innovations was available because of a high rate of return: a 2007 paper found that the median ROI in agriculture was 45 percent between 1965 and 2005. This landscape has changed. Today many of the world's wealthier countries have scaled back their share of GDP devoted to agricultural R&D amid evidence of diminishing returns. Universities, which have historically been a major source of agricultural innovation, increasingly depend on funding from industry rather than government to fund their research. As Upton Sinclair wrote of the effects industry influences, "It is difficult to get a man to understand something when his salary depends upon his not understanding it." In this volume of the NBER Conference Report series, editor Petra Moser offers an empirical, applied-economic framework to the different elements of agricultural R&D, particularly as they relate to the shift from public to private funding.
