But he has also drawn freely upon the Proceedings of the National Conference; the reports of various State Boards of Charity, especially those of Massachusetts, New Hampshire, Ohio, and Indiana; the Report of the British Commission on Poor Laws; Aschrott's book on the English Poor Law System, and one or two minor sources.
