To address issues involving inconsistencies, this paper proposes a stochastic multi-criteria group decision making algorithm based on neutrosophic soft sets, which includes a pair of asymmetric functions: Truth-membership and false-membership, and an indeterminacy membership function. For integrating an inherent stochastic, the algorithm expresses the weights of decision makers and parameter subjective weights by neutrosophic numbers instead of determinate values. Additionally, the algorithm is guided by the prospect theory, which incorporates psychological expectations of decision makers into decision making. To construct the prospect decision matrix, this research establishes a conflict degree measure of neutrosophic numbers and improves it to accommodate the stochastic multi-criteria group decision making. Moreover, we introduce the weighted average aggregation rule and weighted geometric aggregation rule of neutrosophic soft sets. Later, this study presents an algorithm for neutrosophic soft sets in the stochastic multi-criteria group decision making based on the prospect theory. Finally, we perform an illustrative example and a comparative analysis to prove the effectiveness and feasibility of the proposed algorithm.

Neutrosophic set, initiated by Smarandache, is a novel tool to deal with vagueness considering the truth-membership T , indeterminacy-membership I and falsity-membership F satisfying the condition 0 ≤ T + I + F ≤ 3. It can be used to characterize the uncertain information more sufficiently and accurately than intuitionistic fuzzy set. Neutrosophic set has attracted great attention of many scholars that have been extended to new types and these extensions have been used in many areas such as aggregation operators, decision making, image processing, information measures, graph and algebraic structures. Because of such a growth, we present an overview on neutrosophic set with the aim of offering a clear perspective on the different concepts, tools and trends related to their extensions. A total of 137 neutrosophic set publication records from Web of Science are analyzed. Many interesting results with regard to the annual trends, the top players in terms of country level as well as institutional level, the publishing journals, the highly cited papers, and the research landscape are yielded and explained in-depth. The results indicate that some developing economics (such as China, India, Turkey) are quite active in neutrosophic set research. Moreover, the co-authorship analysis of the country and institution, the co-citation analysis of the journal, reference and author, and the co-occurrence analysis of the keywords are presented byVOSviewer software.

In this paper, the TODIM method is used to solve the multi-attribute decision-making problem with unknown attribute weight in venture capital, and the decision information is given in the form of single-valued neutrosophic numbers. In order to consider the objectivity and subjectivity of decision-making problems reasonably, the optimal weight is obtained by combining subjective weights and objective weights. Subjective weights are given directly by decision makers. Objective weights are obtained by establishing a weight optimization model with known decision information, then this method will compare with entropy weight method. These simulation results also validate the effectiveness and reasonableness of this proposed method.

Information management is a common paradigm in modern decision-making. A wide range of decision-making techniques have been proposed in the literature to model complex business and engineering processes. In this Special Issue, 16 selected and peer-reviewed original research articles contribute to business information management in various current real-world problems by proposing crisp or uncertain multiple-criteria decision-making (MCDM) models and techniques, mostly including multi-attribute decision-making (MADM) approaches, in addition to a single paper proposing an interactive multi-objective decision-making (MODM) approach. Particular attention is devoted to information aggregation operators—65% of papers dealt with this item. The topics of this Special Issue gained attention in Europe and Asia. A total of 48 authors from seven countries contributed to this Issue. The papers are mainly concentrated in three application areas: supplier selection and rational order allocation, the evaluation and selection of goods or facilities, and personnel selection/partner selection. A number of new approaches are proposed that are expected to attract great interest from the research community.
