Grand strategy integrates military, political, and economic means to pursue states ultimate objectives in the international system. American grand strategy had been in a state of ux prior to 2001, as containment of the Soviet Union gave way to a wider range of apparently lesser challenges. The 9/11 attacks on the Pentagon and the World Trade towers, however, transformed the grand strategy debate and led to a sweeping reevaluation of American security policy. It may still be too early to expect this reevaluation to have produced a complete or nal response to 9/11 policies as complex as national grand strategy do not change overnight. But after 3 years of sustained debate and adaptation, it is reasonable to ask what this process has produced so far, and how well the results to date serve American interests.

The definition and understanding of "terrorism" is in a state of unprecedented evolution. No longer are acts of terrorism rare and far-flung. Following the horrendous attacks on the World Trade Center and the Pentagon, U.S. citizens have had their eyes opened to a new world where this nightmare stalks the daily news and is never far from consciousness. The United States today is the most powerful nation in the world, perhaps even stronger than Rome was during its heyday. It is likely to remain the world's preeminent power for at least several decades to come. What behavior is appropriate for such a powerful state? To answer this question, Robert J. Art concentrates on "grand strategy"-the deployment of military power in both peace and war to support foreign policy goals. He first defines America's contemporary national interests and the specific threats they face, then identifies seven grand strategies that the United States might contemplate, examining each in relation to America's interests. The seven are: •dominion-forcibly trying to remake the world in America's own image; • global collective security-attempting to keep the peace everywhere; •regional collective security-confining peacekeeping efforts to Europe; • cooperative security-seeking to reduce the occurrence of war by limiting other states' offensive capabilities; • isolationism-withdrawing from all military involvement beyond U.S. borders; •containment-holding the line against aggressor states; and •selective engagement-choosing to prevent or to become involved only in those conflicts that pose a threat to the country's long-term interests. Art makes a strong case for selective engagement as the most desirable strategy for contemporary America. It is the one that seeks to forestall dangers, not simply react to them; that is politically viable, at home and abroad; and that protects all U.S. interests, both essential and desirable. Art concludes that "selective engagement is not a strategy for all times, but it is the best grand strategy for these times."

On July 22, 2011, Anders Behring Breivik detonated a car bomb in downtown Oslo, Norway. He didn't stop there, traveling several hours from the city to ambush a youth camp while the rest of Norway was distracted by his earlier attack. That's where the facts end. But what motivated him? Did he have help staging the attacks? The evidence suggests a startling truth: that this was the work of one man, pursuing a mission he was convinced was just. If Breivik did indeed act alone, he wouldn't be the first. Timothy McVeigh bombed a federal building in Oklahoma City based essentially on his own motivations. Eric Robert Rudolph embarked on a campaign of terror over several years, including the Centennial Park bombing at the 1996 Olympics. Ted Kaczynski was revealed to be the Unabomber that same year. And these are only the most notable examples. As George Michael demonstrates in Lone Wolf Terror and the Rise of Leaderless Resistance, they are not isolated cases. Rather, they represent the new way warfare will be conducted in the twenty-first century. Lone Wolf Terror investigates the motivations of numerous political and ideological elements, such as right-wing individuals, ecoextremists, foreign jihadists, and even quasi-governmental entities. In all these cases, those carrying out destructive acts operate as "lone wolves" and small cells, with little or no connection to formal organizations. Ultimately, Michael suggests that leaderless resistance has become the most common tactical approach of political terrorists in the West and elsewhere.

This book argues that while the US president makes foreign policy decisions based largely on political pressures, it is concentrated interests that shape the incentive structures in which he and other top officials operate. The author identifies three groups most likely to be influential: government contractors, the national security bureaucracy, and foreign governments. This book shows that the public choice perspective is superior to a theory of grand strategy in explaining the most important aspects of American foreign policy, including the war on terror, policy toward China, and the distribution of US forces abroad. Arguing that American leaders are selected to respond to public opinion, not necessarily according to their ability to formulate and execute long-terms plans, the author shows how mass attitudes are easily malleable in the domain of foreign affairs due to ignorance with regard to the topic, the secrecy that surrounds national security issues, the inherent complexity of the issues involved, and most importantly, clear cases of concentrated interests. This book examines the communicative aspects and implications of US counter-terrorist policies towards al-Qaeda. Recent US counter-terrorist strategy has been largely based upon projecting certain perceptions of America as an actor to those drawn to al-Qaeda, and this book investigates in what ways, and to what extent, US officials believed that the signals sent by what America did and said could influence the behaviour of the terrorist and would-be terrorist. The study then draws on a growing understanding of that audience to analyse how those drawn to al-Qaeda were and, indeed, still are likely to be influenced by the perceptions of America that Washington's policies generated. The study's central argument is that, given al-Qaeda's unconventional strategy and the particularities of the world-view characterising those drawn to the group, America's counter-terrorist signalling proved largely counter-productive to America's objective of undermining al-Qaeda's strategic narrative, instead serving in many ways to validate it. Firstly, this book seeks to reveal the significant and largely unexplored role that signalling has played in US counter-terrorist policy towards al-Qaeda. Second, it tries to capture the objectives, strategy, tactics, ideology, and other defining features of the world-view characterising those drawn to al-Qaeda. Third, it strives to combine those two lines of inquiry by applying the al-Qaeda world-view to a critical analysis of the signals sent by US policies. Finally, the book aims to offer broad policy implications that demonstrate how an informed understanding of the world-view of those drawn to al-Qaeda can be employed to revise and refine American counter-terrorist signalling. This book will be of much interest to students of US foreign policy and public diplomacy, counter-terrorism, strategy and international security.
