This paper discusses how adapting food production systems to respond to consumer demand for healthier diets is a major opportunity to mitigate and adapt to climate change in agro-rural economies. It also addresses how existing technological solutions for climate change mitigation and adaptation need to create more balance between the production and consumption tiers of agrifood systems. Policy dialogue includes managing trade-offs between different sector and stakeholder interests and exploring synergies rather than focusing on exclusivity and competition. This requires a new framework that goes beyond sector-specific policy development. Political economy issues compound the outcome of evidence-based policy dialogue results. For example, political motivation for exporting protein-rich foods may lead to negative impacts on local food sovereignty and food production for local markets. In this regard, the use of concrete policy dialogue tools (food-based dietary guidelines, land use planning and discussions on a protein production strategy) can facilitate a more interactive policy process. The document also stresses how specific rural transformation efforts (e.g., adopting territorial approaches for conceiving and implementing policies; targeting specific producer and consumer groups; strengthening resource ownership; and empowering women and young people) are an integral part of agrifood systems transformation.

This book features a comprehensive foresight assessment, exploring the pressures — threats as well as opportunities — on the global agriculture & food systems between now and 2050. The overarching aim is to help readers understand the context, by analyzing global trends and anticipating change for better planning and constructing pathways from the present to the future by focusing on the right questions and problems. The book contextualizes the role of international agricultural research in addressing the complex challenges posed by UN 2030 Agenda and beyond, and identifies the decisions that scientific leaders, donors and policy makers need to take today, and in the years ahead, to ensure that a global population rising to nine billion or more combined with rising incomes and changing diets can be fed sustainably and equitably, in the face of the growing climate threats.

Given the central role of the food and agriculture system in driving so many of the connected ecological, social and economic threats and challenges we currently face, Rethinking Food and Agriculture reviews, reassesses and reimagines the current food and agriculture system and the narrow paradigm in which it operates. Rethinking Food and Agriculture explores and uncovers some of the key historical, ethical, economic, social, cultural, political, and structural drivers and root causes of unsustainability, degradation of the agricultural environment, destruction of nature, short-comings in science and knowledge systems, inequality, hunger and food insecurity, and disharmony. It reviews efforts towards 'sustainable development', and reassesses whether these efforts have been implemented with adequate responsibility, acceptable societal and environmental costs and optimal engagement to secure sustainability, equity and justice. Inclusive responsibility encourages ecosystem sustainability based on agro-ecological and planetary limits to sustainable resource use for production and livelihoods. Unless action is taken now to make agriculture more sustainable, productive and resilient, climate change impacts will seriously compromise food production in countries and regions that are already highly food-insecure. The Paris Agreement, adopted in December 2015, represents a new beginning in the global effort to stabilize the climate before it is too late. It recognizes the importance of food security in the international response to climate change, as reflected by many countries prominent focus on the agriculture sector in their planned contributions to adaptation and mitigation. To help put those plans into action, this report identifies strategies, financing opportunities, and data and information needs. It also describes transformative policies and institutions that can overcome barriers to implementation. The State of Food and Agriculture is produced annually. Each edition contains an overview of the current global agricultural situation, as well as more in-depth coverage of a topical theme."

IFPRI’s flagship report reviews the major food policy issues, developments, and decisions of 2018, and considers challenges and opportunities for 2019. This year’s Global Food Policy Report highlights the urgency of rural revitalization to address a growing crisis in rural areas. Rural people around the world continue to struggle with food insecurity, persistent poverty and inequality, and environmental degradation. Policies, institutions, and investments that take advantage of new opportunities and technologies, increase access to basic services, create more and better rural jobs, foster gender equality, and restore the environment can make rural areas vibrant and healthy places to live and work. Drawing on recent findings, IFPRI researchers and other distinguished food policy experts consider critical aspects of rural revitalization.

Climate change affects various stages of the food system including production, processing, distribution, and consumption. To cope with this vulnerability, many nations have engaged in a global movement to establish strategies aimed at food security. As in other countries, in the Republic of Korea climate change has had, and will continue to have, a significant influence on the food system, creating many uncertainties. In response, the Korean government and relevant agencies under national strategies have implemented various policy measures and programs to respond to the effects of climate change and strengthen the country’s food resiliency. In this paper we examine those strategies, measures, and specific programs, and in particular those that involve agricultural extension and technology dissemination. These various sector-specific or cross-sector strategies have not only counteracted climate change impacts but also improved the incomes of farming households, who have struggled with import competition and low profitability under Korea’s generally slowing economy. The Korean government has also implemented extension and tech dissemination projects in and with developing countries with the aim of building resilient food systems in the era of climate change. We find that such programs would benefit from the formation and maintenance of international networks, and moreover, each international program must be preceded by a thorough needs assessment that takes into account the regional context and each project should promote appropriate technologies-that is, technologies customized or particularly suited to the local context.

At COP28 countries recognized that unprecedented adverse climate impacts are increasingly threatening the resilience of agriculture and food systems and ability to produce and access food in the prevailing scenario of mounting hunger, malnutrition, and economic stresses. As a result, over 150 countries have signed the Declaration On Sustainable Agriculture, Resilient Food Sys tems, And Climate Action committing to expedite the integration of agriculture and food systems into climate action and, simultaneously, to mainstream climate action across our policy agendas and actions related to agriculture and food systems (United Nations Framework Convention on Climate Change (UNFCCC), 2023). Currently, there is no concrete framework and approach available at the country level on how to support this integration process. Thus, in this paper, we are proposing a conceptual framework to undertake such an integration analysis of key national level climate change related and agri culture policy documents. Using Tajikistan as a case study, we identify synergies and existing gaps and provide recommendations on strengthening sectoral integration to achieve climate change goals. In the year 2022, 55 percent (402 million) of the people in the world affected by hunger, were living in Asia. During the COVID-19 pandemic, the number of people who could not afford a healthy diet increased globally, and significantly in Asia. Unemployment, high incidence of climate shocks, poverty, income inequality, food price inflation, and the decline in foreign currency re serves have engendered the lack of affordability healthy diet (Food and Agriculture Organization (FAO) et al 2023).
