By mitigating the vagaries of climate variability, agricultural water storage is widely anticipated to make a key contribution to climate change adaptation in Africa. However, if the planning of water storage is not improved, it is likely that many investments will fail to fully deliver intended benefits. This report describes the agricultural water storage continuum and some of the possible implications of climate change. A simple diagnostic tool which can be used to provide a rapid evaluation of the need and effectiveness of different water storage options, under existing and possible future climate conditions, is presented.

Water scarcity has become one of the greatest challenges facing humankind today. Its scarcity is compounded by climate change and increasing demand from a growing population. In South Africa, over 60% of the available freshwater resources are used in agriculture, mainly in irrigated agriculture. There is an urgent need to promote sustainable irrigation technologies that optimize food production without increasing water applied and with positive environmental spinoffs. Sustainable irrigation technologies and practices could enhance water use efficiency (WUE) and productivity in agriculture and reduce environmental burdens, including energy use. This chapter highlights some of the innovative irrigation practices and technologies that enhance food production and, at the same time, reduce water use in agriculture. The chapter broadly discusses WUE and water productivity (WP) in irrigated agriculture from engineering and agronomic perspectives. The chapter further highlights some of the environmental impacts of irrigation expansion and the possible solutions. We further provide the importance of accurate spatial information on irrigated areas to inform policy on irrigation expansion. The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

This report investigates the dynamics of one of the most common agricultural water management practices of sub-Saharan Africa, i.e., small reservoirs. Small reservoirs dam permanent or temporary river flows and support multiple livelihood activities (livestock watering, crop cultivation, fisheries, small handicrafts, etc.) while providing water-related ecosystem services (soil and water conservation, flood and drought mitigation, etc.). Gathering evidence from four sub-Saharan countries, Burkina Faso, Ghana, Ethiopia and Zambia, this report calls for revisiting our understanding and assessment of the costs, performance and institutions for the management of small reservoirs. A more holistic analytical approach is the first step towards an integrative governance framework. This, in turn, holds the promise of sustainable management of small reservoirs.
