Elle suppose la mise en place d’une maîtrise d’ouvrage forte, une articulation précise avec la maîtrise d’œuvre, et une participation de différents acteurs, notamment exploitants. Les étapes de la démarche FHO doivent être planifiées dès le début de l’avant-projet et s’étendent jusqu’à l’évaluation après démarrage.
