Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.

Civil society, NGOs, governments, and multilateral institutions all repeatedly call for improved or ‘good’ governance – yet they seem to speak past one another. Governance is in danger of losing all meaning precisely because it means many things to different people in varied locations This is especially true in sub-Saharan Africa. Here, the postcolony takes many forms, reflecting the imperial project with painful accuracy. Offering a set of multidisciplinary analyses of governance in different sectors (crisis management, water, food security, universities), in different locales across sub-Saharan Africa, and from different theoretical approaches (network to adversarial network governance); this volume makes a useful addition to the growing debates on ‘how to govern’. Many of the problems in Africa today, including widespread poverty and civil unrest, can be traced to the continents legacy of bad governance. In the post-independence period, authoritarian strongmen took control of many countries, enriching themselves and their cronies by exploiting the peoples labor and their countrys resources. In recent years, however, a growing number of African states have embraced democratic principles and established transparent and open governments. In this book the noted Africa scholar Dr. Robert Rotberg examines the current state of governance and leadership in Africa. He discusses the various types of government found in the continent, clearly showing the correlation between the quality of a countrys leadership and the quality of life enjoyed by that countrys people.

Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

Africa’s Development Dynamics uses lessons learned in the continent’s five regions – Central, East, North, Southern and West Africa – to develop policy recommendations and share good practices. Drawing on the most recent statistics, this analysis of development dynamics attempts to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national and local.

The State of the African Cities 2010 goes above and beyond the first report, which provided a general overview of housing and urban management issues in Africa. With the subtitle: Governance, inequity and urban land markets, the report uncovers critical urban issues and challenges in African cities, using social and urban geography as the overall entry points. While examining poverty, slum incidence and governance, the report sheds more light on inequity in African cities, and in this respect follows the main theme of the global State of the World's Cities 2010 report. Through a regional analysis, the report delves deeper into the main urban challenges facing African cities, while provoking dialogue and discussion on the role of African cities in improving national, regional and local economies through sustainable and equitable development. The report has been drafted in cooperation with Urban Land Mark. Through an analytical survey of several African cities, the report examines urban growth, social conditions in slums, environmental and energy issues and, especially, the role of urban land markets in accessing land and housing.
