The U.S. Army proposes to build a facility for testing missiles and other material using an aerial cable used as the support for a trolley used to carry high-speed targets and for other testing. Two alternative sites at White Sands Missile Range, New Mexico, were considered for the proposed Aerial Cable Test Capability (ACTC): Jim Site and Fairview Mountain. Jim Site is the preferred location.

After considering site-specific environmental impacts, estimated construction schedules and costs, and experimental and operational factors, the Department of the Army has identified Jim Site as its preferred alternative. Selection of Jim Site would have the least environmental impact, and has no significant impacts on White Sands National Monument, nor on any federal or state wildlife refuges, threatened or endangered species, or cultural resources. The Advisory Council on Historic Preservation has reviewed mitigation measures proposed in the Draft EIS and agrees that no adverse effects would result to McDonald Ranch Complex of Trinity Site National Historic Landmark. A copy of this consultation letter is contained in Appendix B. The no action alternative would preclude all adverse and beneficial environmental impacts, but it would not lessen potential for adverse environmental impacts of current operations.

The U.S. Army is building a tent facility in which targets will be suspended or dropped from a 5-km-long aerial cable strung between two mountain ranges across a valley. The facility known as the Aerial Cable Test Capability, will be located near Jim Site in the north central part of White Sands Missile Range. During the winter and spring of 1992, four meteorological towers, a Doppler sonar, and a rawinsonde system were deployed in the area to collect atmospheric data. Statistics of these data are presented to show the characteristics of the wind field at the facility and help decide which meteorological equipment would be appropriate to support missions there.
