The past two and a half decades have seen major transformations in public sector management and governance across the globe. This book examines the ways public sector management and governance in Malaysia has changed and is changing under contemporary reform models. Chapters are written by well-established scholars and academics with intimate knowledge in their respective fields, and provide a thorough and insightful analysis of the reform trends and developments on a range of topics. These include performance management, compensation reforms, public budgeting, accounting and reporting, privatisation and public-private partnership, e-government, managing ethics and accountability, local government and inter-governmental relations. While the book surveys the topics that are central to public sector management and governance, it also focuses on the nature of reforms and changes that were introduced, as well as the forces that have shaped their design and implementation process, and the initial impacts and results. Overall, the book provides students and scholars of Politics and Southeast Asian Studies with a greater appreciation and deeper understanding of the recent developments and current trends of public sector management.

This book is a study of the political development of the Malaysian state of Sabah under the administration of Parti Bersatu Rakyat Jelata Sabah (Berjaya - Sabah People's United Party), which controlled the state legislature between 1976 and 1985. It attempts to disentangle the three dominant themes within social scientific studies of Sabah: the issues of federalism, the politics of ethnicity, and the political economy of development. The book argues that the emergence of a developmental discourse under the Berjaya regime in Sabah can largely be traced to its failure to reconcile the localized ethnic politics of Sabah with the demands of a strong central state and thus the need to find an alternative strategy of political support and control. While this strategy proved effective when developmental growth was high during the first Berjaya administration (1976-81), the relative collapse of the state economy from 1982 onwards exposed its ethnic predilections and prefigured declining support for the regime, particularly among the non-Muslim bumiputera groups. Despite the consolidation of federal support for Berjaya under the Mahathir administration, the unravelling of the Berjaya project was by this stage unstoppable. In the final analysis, the attempt to create a more compliant state administration under Berjaya came undone precisely because it failed to take into account the localized dimension of politics in Sabah.

This paper aims to provide an overview of personnel administration in the general public service of the Federation, commonly known as the Civil Service. Argues that personnel administration deserves high priority as "there is probably no more important single factor in successful administration than the securing of capable employees by the government". Items included in this study include Job Analysis and Classification, Salaries, Recruitment and Selection, Probation and Confirmation, Training, Transfers, Disciplinary Actions and Appeals, Promotion, Retirement, Pension and other Benefits and Relations with Employee Organizations. It lays bare to the reader the features of public personnel administration in Malaysia, including a brief background of the development of some of the features. Although the Malaysian system is a product of British colonialization, this paper shows that its contemporary fac has shown marked changes brought about by purely Malaysian inlfuences. It brings to the fore certain practices and techniques that other developing countries - in search of a relevant civil service system - could adopt.

This book aims to give a comprehensive picture of law, government and the constitution in Malaysia, and to set constitutional developments in their proper political and social context. It is written in such a way that lawyers may see how perspectives other than the purely legal can enrich the understanding of constitutional issues in Malaysia and that others may comprehend the lawyer's perspective on these issues. There has been an increasing interest in constitutional issues in Malaysia since the mid-1980s following a number of important events, including the advent of judicial activism and the curtailment of royal powers. There is now a pressing need for a reappraisal of the Malaysian constitution in terms of its political and social dimensions and dynamics, and the extent of its adherence to, or its interpretation of, those principles which are collectively known as `constitutionalism', that is, democratic government, the rule of law, the separation of powers, and the observance of fundamental human rights and liberties. The book examines how the constitution has adjusted to its environment, how it actually operates and how its abstractions differ from reality. The author concludes that the principles of the constitution have been eroded to such a degree that a new constitutional settlement is needed - one which makes it clear what the basic tenets of the Malaysian polity are.
