The earthquake and tsunami of 26 December 2004 devastated coastal communities in 12 countries in the Indian Ocean region, with Aceh Province, Sumatra, Indonesia the hardest hit. This report sets out the findings of the UNEP Asian Tsunami Disaster Task Force, set up to help national environmental authorities in the affected countries with their assessment and response to the environmental impact of the disaster. It summarises the interim findings from ongoing assessments in Indonesia, the Maldives, the Seychelles, Somalia, Sri Lanka, Thailand and Yemen, including evidence of environmental concerns that require immediate action. The short term clean-up programme must be coupled with policy development and strengthened institutions, and the recovery agenda will require the clean-up of contamination hotspots, and rehabilitation of critical livelihoods and ecosystems.

Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making. In addition, irrigation systems can have a positive or negative effect on wildlife habitats. Thus, the withdrawal of water affects the rural household, rural economy, and the environment in a number of ways. This paper argues that to ensure efficient, equitable, and sustainable water use, to reduce poverty and improve the well-being of the community, irrigation and water resources policies need to take into account all uses and users of water within the irrigation system. The multiple uses of water in the Kirindi Oya irrigation system are examined in this paper. An interdisciplinary group of scientists have investigated a number of areas including water accounting, water quality, household water use, the valuing of water for alternative uses, and the complementarities, competition, and conflicts among uses and users.

Discusses and illustrates concepts for identifying ways of improving productivity of water within basins. The results of applying a water accounting procedure to four sub-basins in South Asia (Bhakra in India; Chishtian in Pakistan; Huruluwewa in nothern Sri Lanka; and Kirindi Oya in southern Sri Lanka) are presented. The methodology used identifies the quantities and productivity of various uses of water within a basin. This information is then used to identify the water-saving potential, and the means of improving the productivity of the managed supplies.
