How reconsidering digital media and participatory cultures from the standpoint of disability allows for a full understanding of accessibility. While digital media can offer many opportunities for civic and cultural participation, this technology is not equally easy for everyone to use. Hardware, software, and cultural expectations combine to make some technologies an easier fit for some bodies than for others. A YouTube video without closed captions or a social network site that is incompatible with a screen reader can restrict the access of users who are hard of hearing or visually impaired. Often, people with disabilities require accommodation, assistive technologies, or other forms of aid to make digital media accessible—useable—for them. Restricted Access investigates digital media accessibility—the processes by which media is made usable by people with particular needs—and argues for the necessity of conceptualizing access in a way that will enable greater participation in all forms of mediated culture. Drawing on disability and cultural studies, Elizabeth Ellcessor uses an interrogatory framework based around issues of regulation, use, content, form, and experience to examine contemporary digital media. Through interviews with policy makers and accessibility professionals, popular culture and archival materials, and an ethnographic study of internet use by people with disabilities, Ellcessor reveals the assumptions that undergird contemporary technologies and participatory cultures. Restricted Access makes the crucial point that if digital media open up opportunities for individuals to create and participate, but that technology only facilitates the participation of those who are already privileged, then its progressive potential remains unrealized. Engagingly written with powerful examples, Ellcessor demonstrates the importance of alternate uses, marginalized voices, and invisible innovations in the context of disability identities to push us to rethink digital media accessibility.

This two-volume set constitutes the refereed proceedings of the 15th International Conference on Universal Access in Human-Computer Interaction, UAHCI 2021, held as part of the 23rd International Conference, HCI International 2021, held as a virtual event, in July 2021. The total of 1276 papers and 241 posters included in the 39 HCII 2021 proceedings volumes was carefully reviewed and selected from 5222 submissions. UAHCI 2021 includes a total of 84 papers; they focus on topics related to universal access methods, techniques and practices, studies on accessibility, design for all, usability, UX and technology acceptance, emotion and behavior recognition for universal access, accessible media, access to learning and education, as well universal access to virtual and intelligent assistive environments.

This book focuses on various Passive optical networks (PONs) types, including currently deployed Ethernet PON (EPON) and Gigabit PON (GPON) as well as next generation WDM PON and OFDM PON. Also this book examines the integrated optical and wireless access networks. Concentrating on two issues in these networks: media access control (MAC) and resource allocation. These two problems can greatly affect performances of PONs such as network resource utilization and QoS of end users. Finally this book will discuss various solutions to address the MAC and resource allocation issues in various PON networks.

This book contains revised selected papers from the Second International Conference on Information Technologies for Performing Arts, Media Access and Entertainment, ECLAP 2013, held in Porto, Portugal, in April 2013. The 24 papers presented were carefully reviewed and selected for inclusion in this book. The proliferation of mobile media in recent years is an international phenomenon, with billions of devices sold annually. Mobile communications are now moving beyond individualized voice to mass media content--text, voice, sound, images, and even video. This will create new types of content that allow media companies and users to interact in new ways. There is a strong interest from the media and telecom industries in what manner of applications and content can be distributed in that fashion, and at what cost. To answer these questions, the book provides 18 chapters from internationally renowned authors. They identify likely types of content such as news, entertainment, peer-to-peer, and location-specific information; evaluate the economics, business models, and payment mechanisms necessary to support these media; and cover policy dimensions such as copyright, competitiveness, and access rights for content providers. This volume takes the reader through the various elements that need to be considered in the development of third generation (3G) content, and explains pitfalls and barriers. The result is a volume of interest to business professionals, academics, and policy makers. The book is international in focus and a glossary of terms is provided. There are few publications available which give an overview of this rapidly changing field.
