Excerpt from Some Factors in Town and Country Relationships The relations of the small retail cities and towns with the countryside have long been a matter of considerable concern. That there is much to be desired in the form of co-operation and mutual understanding between these two groups of our population is very evident on all sides. Careful social analyses of the underlying currents operating between town and country are the first steps toward reaching a solution of the problems involved. Dr. Hayes has been successful in bringing to our attention a fresh field of investigation that is of fundamental significance to the whole question of rural and urban relationships. He sees the retail merchant in a more comprehensive manner than that of a mere dispenser of goods; a subtle social charge is also placed upon his shoulders. We have passed the days of selfish individualism in the farmers' town, the same as we have left the individualistic farmer a relic of yesterday. In fact, all of the institutions and organizations which permeate town life will not be permitted in the future to live unto themselves alone, but they must, for their own welfare, as well as for that of their center and its supporting land base, enroll and enlist farmer members and farmer interest in a proportion consistent with the importance of the rural element. The fertile suggestion developed in this study of re-planning trade and social center locations, so farmers have the grade they need for their advancement and growth, is very unique. Social control measures will operate to eliminate many of our ineffective, low grade centers and institutions, when once they are given intelligent freedom and direction. We need clearer thinking on many matters of this kind, and this study will, without doubt, help to awaken and direct new energy in solving the numerous perplexing problems arising out of town and country relations.
