A good understanding of the nature of a property requires knowing whether that property is relational or intrinsic. Gabriel Segal's concern is whether certain psychological properties—specifically, those that make up what might be called the "cognitive content" of psychological states—are relational or intrinsic. He claims that content supervenes on microstructure, that is, if two beings are identical with respect to their microstructural properties, then they must be identical with respect to their cognitive contents. It is natural to distinguish, for any thinking creature, those events and states that are internal to the creature -- its brain states, for example -- from those that are not. Narrow mental content, if there is such a thing, is content that is entirely determined by the goings-on inside the head of the thinker. A central question in the philosophy of mind since the mid-1970s has been whether there is a kind of mental content that is narrow in this sense. One important line of thought -- by 'externalists' -- has been that so-called intentional states, such as wishing that they sky were blue and believing that the sky is blue, are, perhaps surprisingly, not internal: there could be twins who are exactly alike on the inside but differ with respect to such intentional states. In the face of this wave of externalism, many philosophers have argued that there must be some good sense in which our intentional states are internal after all, and that such narrow content can play various key explanatory roles relating, inter alia, to epistemology and the explanation of action. This book argues that this is a forlorn hope, and defends a thoroughgoing externalism. The entanglement of our minds with the external world runs so deep that no internal component of mentality can easily be cordoned off.

The debate between internalism and externalism has become a focal point of attention both in epistemology and in the philosophy of mind and language. Externalism challenges basic traditional internalist conceptions of the nature of knowledge, justification, thought and language. This volume attempts to solve a grave problem about critical self-reflection. The worry is that we critical thinkers are all in "epistemic bad faith" in light of what psychology tells us. After all, the research shows not merely that we are bad at detecting "ego-threatening" thoughts à la Freud. It also indicates that we are ignorant of even our ordinary thoughts—e.g., reasons for our moral judgments of others (Haidt 2001), and even mundane reasons for buying one pair of stockings over another! (Nisbett & Wilson 1977) However, reflection on one’s thoughts requires knowing what those thoughts are in the first place. So if ignorance is the norm, why attempt self-reflection? The activity would just display naivety about psychology. Yet while respecting all the data, this book argues that, remarkably, we are sometimes infallible in our self-discerning judgments. Even so, infallibility does not imply indubitability, and there is no Cartesian ambition to provide a "foundation" for empirical knowledge. The point is rather to explain how self-reflection as a rational activity is possible.
