Excerpt from The Finance Commission of the City of Boston, Vol. 11: Reports and Communications Matters of great importance have come before the commission during the year. The commission recommended to the city council the reorganization of the health department, with a single paid commissioner at its head, in place of a three headed commission. This ordinance was passed January 30, 1915. On October 31, 1914, in anticipation of the budget preparation of 1915, the commission made a report on the budget systems prevailing in cities of the United States and recommended the adoption of a segregated budget system. In order to test the utility of this system for the city of Boston, the commission requested that One department be assigned to it for experimental purposes. In February, 1915, the commission decided that a change in the form of the annual lump sum budget should be made and that the time had come to take action on a segregated budget instead of the lump sum budget which had previously existed. With such a change in mind the commission made an investigation of the estimates for the ensuing year of sixteen city and county departments and reported to the city council, recommending that cuts of be made in their estimates. By arrangement with the mayor an experimental segregated budget was prepared by the commission for the sewer service of the public works department. The mayor and city council reached a deadlock on the subject, the mayor opposing and the city council favoring the experiment. Eventually a budget commission was created and made an excellent report recommending a segregated budget. The commission believes that a forward step of great promise is therefore about to be taken.
