Excerpt from A Handbook of Public International Law The adoption of this little book by the Admiralty for the use. Of officers of the Royal Navy rendered necessary a second edition within a few weeks of the publication of the first. Others followed in due course, and now a fifth makes its appearance. The text has been carefully revised throughout, so as to make it, as far as the small space at my disposal will permit, a source of information upon important matters which have arisen in recent years. I have dealt at some length with the law Of Occupation, and with the questions arising out of the existence of Leases, Protectorates, Spheres of Influence, and Chartered Companies. The arrangement of the subject-matter has been altered here and there, I hope for the better. A chapter on The Acquisition of Enemy Character has been added to Part III. A considerable amount Of additional information has been inserted in several Of the chapters dealing with War and Neutrality, in the hope that naval. Excerpt from A Manual of International Law: For the Use of Naval Officers My study of international law, begun at the United States Naval Academy and continued during mature years at the Naval War College, convinces me that to no service of the government is a knowledge of international law more val uahle than to that of the navy. I might also add that, so far as my experience goes, there is no naval service whose members are more familiar with the tenets of the laws of nations than our own. Excerpt from A Manual of Public International Law In the course of work as College Lecturer in Cambridge I have on many occasions been asked to recommend for the use of students commencing to read Public International Law some text-book which, whilst excluding unnecessary detail and mere theoretic discussion, might well serve as a fairly comprehensive general introduction to detailed study of the subject. No English treatise which has fallen into my hands fully satisfying the conditions which I should require in such a book, I have in this volume attempted to supply the need. I am moreover not without hope that its pages may be found not altogether devoid of interest by some few other readers who, lacking the time or the opportunity to pursue the subject into detail, would yet desire to have some definite knowledge on certain all-important rules by which the conduct of nations is practically guided. The references, which are almost exclusively confined to reported cases actually decided in British and American Courts, will enable those so disposed to extend their reading into the wider field of original authority.
