This book presents a novel examination of transboundary water governance, drawing on global case studies and applying new theoretical approaches. Excessive consumption and degradation of natural resources can either heighten the risks of conflicts or encourage cooperation within and among countries, and this is particularly pertinent to the governance of water. This book fills a lacuna by providing an interdisciplinary examination of transboundary water governance, presenting a range of novel and emerging theoretical approaches. Acknowledging that issues vary across different regions, the book provides a global view from South and Central America, Africa, Asia, and the Middle East, with the case studies offering civil society and public managers concrete situations that indicate difficulties and successes in water sharing between bordering countries. The volume highlights the links between natural resources, political geography, international politics, and development, with chapters delving into the role of paradiplomacy, the challenges of climate change adaptation, and the interconnections between aquifers and international development. This book combines multidisciplinary studies on the environmental consequences of intensified use of land and water, and the fusion of land to provide food for a growing population. Studies on water, vegetation, and soil are addressed from an environmental management perspective with a special focus on the relation between natural elements and humans. This book considers the essential dynamics of humans and the natural environment, which is especially important in areas with shallow water-table that influence directly on agricultural activities (crops, livestock, and forests), land management, flooding, droughts, waterlogging, salt-affected soils (saline and sodic) and variation in obtained water quality in wells where these processes as related to the local and regional geomorphology control. The studies present hydrological processes towards the definition of an adequate use of soil and water with consequences of its management on the environment. Also, water study procedures are presented as well as their relation to other elements of the landscape. Methodologies such as the Tóthian flow system concept are recognized by different authors to provide the reader with solid interdisciplinary analyses of related environmental components such as soils, vegetation, surface water, geomorphology, geological framework and groundwater physical-chemical composition.

This report aims at integrating regional and country experiences and projects with regard to viable groundwater management practices for the future. It compiles and translates best available present scientific and technical knowledge on groundwater resources and their governance, which is often highly specialized, into simpler language and synoptic representations, accessible to a large public of policy and decision makers across development sectors. It serves as a technical basis for the visioning process, and for the definition of the Framework for Action on groundwater governance.This is one of 3 outputs of project GCP/GLO/277/GEF expected to be published under the names of its 5 partner organizations and widely circulated to policy and decision-makers in countries, as well as other stakeholders of groundwater governance and practionners around the world. This outputs provides the technical basis for the other two: A Global Vision for Groundwater Governance 2030 and Global Framework for Action to Achieve the Vision on Groundwater Governance.

Based on an international symposium addressing a key issue in global development, this reference includes both the latest methodologies for and practical examples of effective management of transboundary water resources. Its multidisciplinary approach combines hydrology and environmental science with economic and political approaches, in line with new UNESCO and EU recommendations, which have been formulated and implemented with the active involvement of all three editors. By providing a theoretical framework as well as abundant case studies from southern Europe, Africa, Asia and South America, this handbook provides hydrologists, geologists, engineers and decision-makers with all the knowledge they need for their daily work.

Over the last decade, water security has replaced sustainability as the key optic for thinking about how we manage water. This reframing has offered benefits (including clear recognition of the link between humans, the environment and the right to water) and also posed challenges (the tendency in some quarters to interpret “security” solely in terms of geopolitical or economic “securitisation”). In this collection, the authors offer a radical repositioning of these debates updated to reflect the concerns of our post-pandemic world. The chapters in this volume examine several different themes including how water security articulates with locality and culture, how it operates across spatial scales and its moral/ethical resonances. The chapters in this book were originally published in the journals Water International and International Journal of Water Resources Development.

This Framework for Action has been prepared to achieve the goals of the Shared Global Vision for Groundwater Governance 2030. It describes the main steps to be taken and is an urgent call for action to all who can make a difference: national and local governments, international organizations, the private sector, civil society, media, educational institutes and professional organizations — but also to well owners, groundwater users and concerned citizens everywhere.
