The purpose of this document is to guide surveillance of key factors associated with the incidence & prevalence of child maltreatment. The document proposes a framework that identifies key surveillance factors at each level of population health (individual, family, community, & social). These factors are described & organized within a conceptual framework based on a population health perspective. An analysis of this framework is presented in relation to the importance of surveillance in child maltreatment, resulting in recommended priorities & partnerships for collecting data at various levels. Part 1 presents the conceptual framework and part 2 the epidemiological framework. Part 2 includes sections on the characteristics of surveillance systems & some examples, data collection issues, functional & operational issues, other issues, and methodological issues.

The purpose of the child maltreatment uniform definitions and recommended data elements is to present a definition of child maltreatment, its associated terms, and recommended data elements for voluntary use by individuals and organizations in the public health community. The definitions and data elements are intended to promote and improve consistency of child maltreatment surveillance for public health practices. It is designed to be used by state and local health department staff to assist in and provide a framework for the collection of public health surveillance data on child maltreatment. The definitions included in the document draw upon definitions that are currently in use in the literature and were adapted in collaboration with a panel of experts on child maltreatment and public health surveillance. The definitions and data elements are designed be flexible tools for developing an ongoing surveillance system. Agencies that use the document can modify data elements to fit their system. This document is the third in a series of Uniform Definitions and Recommended Data Elements which includes: Intimate Partner Violence Surveillance: Uniform Definitions and Recommended Data Elements and Sexual Violence Surveillance: Uniform Definitions and Recommended Data Elements.

Psychotherapy is the treatment of mental and emotional disorders using psychological methods. Psychotherapy, thus, does not include physiological interventions, such as drug therapy or electroconvulsive therapy, although it may be used in combination with such methods. Behaviour therapy aims to help the patient eliminate undesirable habits or irrational fears through conditioning. Techniques include systematic desensitisation, particularly for the treatment of clients with irrational anxieties or fears, and aversive conditioning, which uses negative stimuli to end bad habits. Humanistic therapy tends to be more optimistic, basing its treatment on the theory that individuals have a natural inclination to strive toward self-fulfilment. Therapists such as Carl Rogers and Abraham Maslow used a highly interactive client-therapist relationship, compelling clients to realise exactly what they are saying or how they are behaving, in order to foster a sense of self-awareness. Cognitive therapies try to show the client that certain, usually negative, thoughts are irrational, with the goal of restructuring such thoughts into positive, constructive ideas. Such methods include rational-emotive therapy, where the therapist argues with the client about his negative ideas; and cognitive restructuring therapy, in which the therapist works with the client to set attainable goals. Other forms of therapy stress helping patients to examine their own ideas about themselves.

This chapter provides a brief overview of the book highlighting the modest progress from child welfare to child well-being re?ected in these chapters, and the parallel movement in Kahn’s career and research, as his scholarship developed over the years. It then moves to explore the relationship between two overarching themes, child and family policy stressing a universal approach to children and social prot- tion stressing a more targeted approach to disadvantaged and vulnerable individuals including children and the complementarity of these strategies. Introduction To a large extent Alfred J. Kahn was at the forefront of the developments in the ?eld of child welfare services (protective services, foster care, adoption, and family preservationandsupport). Overtimehisscholarshipmovedtoafocusonthebroader policy domain of child and family policy and the outcomes for child wellbeing. His work, as is true for this volume, progressed from a focus on poor, disadvantaged and vulnerable children to a focus on all children. He was convinced that children, by de?nition, are a vulnerable population group and that targeting all children, empl- ing a universal policy as a strategy would do more for poor children than a narrowly focused policy targeted on poor children alone, As we ?rst argued more than three decades ago (Not for the Poor Alone; “Universalism and Income Testing in Family Policy”), one could target the most disadvantaged within a universal framework, and this would lead to more successful results than targeting only the poor.

Child maltreatment is a considerable social and public health problem in the United States. In 2004, data collected from Child Protective Services (CPS) determined approximately 900,000 children in the United States were victims of child maltreatment and about 1,500 children died because of abuse or neglect (US DHHS, 2006). Unfortunately, these numbers likely underestimate the number of children affected by maltreatment due to underreporting and focus on a single data source.
