This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. Introduction Intellectual property rights foster innovation. But if, as it surely does, “intellectual property” means not just intellectual property rules—the law of patents, copyrights, trademarks, designs, trade secrets, and unfair competition—but also intellectual property institutions—the courts, police, regulatory agencies, and collecting soc- ties that administer these rules—what are the respective roles of intellectual property rules and institutions in fostering creativity? And, to what extent do forces outside intellectual property rules and institutions—economics, culture, politics, history—also contribute to innovation? Is it possible that these other factors so overwhelm the impact of intellectual property regimes that it is futile to expect adjustments in intellectual property rules and institutions to alter patterns of inno- tion and, ultimately, economic development? It was to address these questions in the most dynamic region of the world today, Asia, that we invited leading country experts to contribute studies that not only summarize the current condition of intellectual property regimes in countries ranging in economic size from Cambodia to Japan, and in population from Laos to China, but that also describe the historical sources of these laws and institutions; the realities of intellectual property enforcement in the marketplace; and the political, economic, educational, and scientific infrastructures that sustain and direct inve- ment in innovative activity. An important objective of the study of mathematics is to analyze and visualize phenomena of nature and real world problems for its proper understanding. Gradually, it is also becoming the language of modem financial instruments. To project some of these developments, the conference was planned under the joint auspices of the Indian Society of Industrial and Applied mathematics (ISlAM) and Guru Nanak Dev University (G. N. D. U. ), Amritsar, India. Dr. Pammy Manchanda, chairperson of Mathematics Department, G. N. D. U. , was appointed the organizing secretary and an organizing committee was constituted. The Conference was scheduled in World Mathematics Year 2000 but, due one reason or the other, it could be held during 22. -25. January 2001. How ever, keeping in view the suggestion of the International Mathematics union, we organized two symposia, Role of Mathematics in industrial development and vice-versa and How image of Mathematics can be improved in public. These two symposia aroused great interest among the participants and almost everyone participated in the deliberations. The discussion in these two themes could be summarized in the lengthy following lines: "Tradition of working in isolation is a barrier for interaction with the workers in the other fields of science and engineering, what to talk of non-academic areas, specially the private sector of finance and industry. Therefore, it is essential to build bridges within in stitutions and between institutions.
