An annotated pictorial history of the U. S. Forest Service.

Created in the early 20th century to provide scientific management of the nation's forests, the U.S. Forest Service was, for many years, regarded as a model agency in the federal government. The author contends that this reputation is undeserved and the Forest Service's performance today is unacceptable. Not only has scientific management proven impossible in practice, it is also objectionable in principle. Furthermore, the author argues that the Forest Service lacks a coherent vision and prefers to sponsor only fashionable environmental solutions--most recently ecosystem management. Describing its history and failures, the author advocates replacing the service with a decentralized system to manage the protection of national forests.

"In the late twentieth century, residents of the Blue Ridge mountains in western North Carolina fiercely resisted certain environmental efforts, even while launching aggressive initiatives of their own. Kathryn Newfont provides context for those events by examining the environmental history of this region over the course of three hundred years, identifying what she calls commons environmentalism--a cultural strain of conservation in American history that has gone largely unexplored. Efforts in the 1970s to expand federal wilderness areas in the Pisgah and Nantahala national forests generated strong opposition. For many mountain residents the idea of unspoiled wilderness seemed economically unsound, historically dishonest, and elitist. Newfont shows that local people's sense of commons environmentalism required access to the forests that they viewed as semipublic places for hunting, fishing, and working. The U.S. Forest Service celebrates its centennial in 2005. With a new preface by the author, this edition of Harold K. Steen’s classic history (originally published in 1976) provides a broad perspective on the Service’s administrative and policy controversies and successes. Steen updates the book with discussions of a number of recent concerns, among them the spotted owl issue; wilderness and roadless areas; new research on habitat, biodiversity, and fire prevention; below-cost timber sales; and workplace diversity in a male-oriented field.
