Considers H.R. 4851 and related H.R. 5666, H.R. 5594, H.R. 5919, and H.R. 7785, to amend the Small Reclamation Projects Act of 1956 to authorize continuation of various small project programs including improvements to irrigation projects, an adjusted interest rate charge for water service to nonagriculture land, and nonreimbursable grants for recreation. Also modifies procedures for obtaining grants for fish and wildlife resources development projects.

Considers S. 862 and S. 1609, to amend Small Reclamation Projects Act of 1956 to remove veto power of House Interior and Insular Affairs Committee over projects previously approved by Interior Dept. Also broadens eligibility for reclamation loans on small projects.
