Based on interviews with WWF representatives and other experts, this book explores WWF’s approach to engagement in the Circumpolar North. It argues that the foundation of WWF’s success in circumpolar engagement is based on four inter-related pillars: legacy, networks, scientific research and communication style. The book argues that WWF has made remarkable strides to distinguish itself in Arctic and northern engagement through its Global Arctic Programme and national organisations and associated offices in the Arctic states. However, WWF’s work and successes are illustrative of the need for environmental and animal rights organisations to adopt a long-term strategy that show commitment to helping in the Arctic and North which factor in the needs and desires of northerners if they want their work to resonate and be welcomed by key northern audiences.

For many years, concerns have been expressed about environmental issues in the Arctic. While the Arctic region, unlike Antarctica, has been inhabited for thousands of years, it is under unique threat because of its vulnerability toward resource exploitation and the deposition of various airborne pollutants. With its varied populations, and with eight Nations asserting territorial interests, the Arctic needs a careful approach to its protection and development. This report describes the current Arctic environmental legal regime. It also discusses the possibility of negotiating a sustainability treaty for the Arctic with high standards of environmental protection similar to those in the 1991 Protocol on Environmental Protection to the Antarctic Treaty. It is hoped that this review of the legal and policy contrasts between the Arctic and Antarctic can help in the consideration of future directions for the Arctic legal regime.

This title was first published in 2000: The book analyses the development of arctic environmental cooperation since the late 1980s until the establishment of the Arctic Council in 1996. The study is based on the discourse analysis of statement, documents and interviews by the different actors in the cooperation. In this book, the problem of the environment is seen as a problem of order: it is a problem of ordering relations among related actors, of ordering priorities of action and of ordering relations between different institutional arrangements locally, regionally and internally. Three discourses were found in the cooperation: discourses of sovereignty, knowledge and development. In the discourse of sovereignty, the development of relations between state and indigenous peoples in terms of international environmental cooperation is central. In the discourse of knowledge, the different forms of knowledge and the role of different producers of knowledge in cooperation has been discussed. The discourse of development focuses on the idea of sustainable development and its applications in defining the future of the Circumpolar North and the activities of the Arctic Council. The arctic cooperation can be understood as a regional effort to make an order of sustainability into practice.

This pivot introduces the Arctic Council and its role as a platform for dealing with local, national, regional and global challenges of relevance to the “new” Arctic. Against the backdrop of climate change and increasing commercial activity, it considers what a future Arctic should look like, from ideas of total protection to expansive oil and gas extraction. The North Pole is being transformed from a sea-ice cap to a seasonally ice-free sea within the next few decades. This fundamental shift in the boundary conditions of the Arctic Ocean will create a new natural system with different dynamics than anything previously experienced by humans in the region. With the diminishing ice cover, interests are awakening globally to take advantage of extensive energy, shipping, fishing and tourism prospects in the Arctic Ocean. A range of states, including the major Arctic powers, are increasingly asserting their sovereignty seawards. National security policies are being declared and nuclear-capable states are adjusting their strategic deployments in the Arctic Ocean. There are forums for international cooperation in the Arctic, most notably the Arctic Council, but peace in the Arctic Ocean has yet to be explicitly established as a common interest because of the long-standing military presence. Risks of political, economic and cultural instabilities are inherent consequences. This volume proposes environmental security as providing a holistic framework to assess these security risks and then identify the appropriate adaptation and mitigation responses. Only after shared risk assessment and understanding of the appropriate responses, will there be sufficient clarity about the governance paths to pursue within the international legal framework of the law of the sea.
