This book explores how the themes and insights of official Catholic Social Teaching (CST) and broader Catholic social thought might illuminate, and be illuminated by, a deeper engagement with the context of prisons. What resources might Catholic social thought bring to pastoral work in prisons? And what might listening to the prison context bring to Catholic social thought? The volume includes constructive proposals for the relationship between CST and prison ministry, as well as critical questions about the role and shortcomings of prisons, CST, and chaplaincy. It contains contributions by scholars and practitioners of theology, criminology, and prison chaplaincy from the UK, US, and Ireland, and reflects on the inextricable relationship of social action and pastoral care in the work of prison ministry.

During the inspection year (September 2008 to August 2009) a total of 93 custodial establishments were inspected. Each establishment is assessed against four healthy prison tests: safety, respect, purposeful activity and resettlement. 72 per cent of assessments were positive. Full inspection reports made 4,513 recommendations for improvement, of which 96 per cent were accepted, wholly or in principle, by the National Offender Management Service. Unannounced follow-up inspections found that overall 67 per cent of recommendations had been achieved. Open and women's prisons performed best, with training prisons showing the lowest level of achievement. The Inspectorate published 103 reports on a wide range of establishments and topics. The annual report reflects on progress in reducing the women's prison population, contrasting with no discernable progress for young adults in prison who remain a neglected and under-resourced age-group with a high rate of re-offending. The report stresses the continual pressure from an increasing population set against actual and threatened budget cuts. Population pressure affects the whole system - stretching resources and managerial energy, keeping in use buildings that should be condemned, doubling-up prisoners in cramped cells, leading to unnecessary and destabilising prisoner moves. All this compromises successful rehabilitation. In 2009 the Inspectorate became the co-ordinator for the UK's National Preventive Mechanism (NPM) established under the Optional Protocol to the UN Convention against Torture and Inhuman and Degrading Treatment. The NPM consists of 18 existing bodies which are independent and have the right to inspect all places of detention.

Austerity has reconfigured and scaled back the governance and delivery of public services and negatively affected society’s most vulnerable groups. This book opens up the closed world of English prisons to examine its impact on prison health governance and healthcare delivery. It argues that austerity has been a decade-long, large-scale political experiment that has caused debt to balloon, eroded the prison health system and perpetuated a cycle of punishment resulting in sicker prisoners. In short, austerity has violated prisoners’ human rights. Drawing on interviews and data from existing longitudinal and economic analyses, the book demonstrates how austerity has resulted in high rates of recidivism, diminished what remains of the welfare state, and increased inequality and punitiveness. Despite a decade of failure, there is a marked political reluctance to dispense with austerity, and the governmental juggernaut continues to produce the same result. As the spectre of recession increases, caused in part by Brexit and COVID-19, these failures are ever more perilous. This book constitutes the first publication to utilise a range of social science methodologies to illuminate diverse and new aspects of health research in prison settings. Prison contexts often have profound implications for the health of the people who live and work within them. Despite these settings often housing people from extremely disadvantaged and deprived communities, many with multiple and complex health needs, health research is generally neglected within both criminology and medical sociology. Through the fourteen chapters of this book, a range of issues emerge that the authors of each contribution reflect upon. The ethical concerns that emerge as a consequence of undertaking prison health research are not ignored, indeed these lie at the heart of this book and resonate across all the chapters. Foregrounding these issues necessarily forms a significant focus of this introductory chapter. Alongside explicitly considering emerging ethical issues, our contributing authors also have considered diverse aspects of innovation in research methodologies within the context of prison health research.
