The status of America’s infrastructure is graded every four years by the American Society of Civil Engineers (ASCE) and reports are provided on the various categories. In this book, prominent women engineers discuss many of the eighteen infrastructure categories from the 2021 ASCE Infrastructure Report Card providing background, analysis of the issues facing the category and projections for the future. Infrastructure can have a major impact on women's access to resources and agency over their well-being, and thus on women's empowerment. Infrastructure itself is not gender-neutral: women and men have different needs and use infrastructure differently given their specific social roles, economic status or preferences. Poor infrastructure quality also poses differentiated threats to women's safety and well-being. Moreover, infrastructure has traditionally been a heavily male-dominated sector, leaving women little or no voice in investment decisions that affect their economic opportunities, day-to-day lives and well-being. Increasing women's participation in infrastructure policy and decision making is thus crucial. This report explores the challenges policy makers face when mainstreaming gender into infrastructure and proposes a framework for incorporating gender considerations at each stage of the public investment process. This desk review explores the links between infrastructure development and women's time poverty in Asia and the Pacific by drawing on time-use data and reviewing existing research and evidence from impact evaluations. Three questions are asked: (i) What contribution does infrastructure make in reducing women's time poverty, and how is this being recorded? (ii) Are women's time savings resulting from increased access to infrastructure used for productive work that also reduces consumption poverty? (iii) Can infrastructure projects more effectively reduce both time and consumption poverty for women?

Shows that gender is an important but largely neglected aspect of infrastructure planning and provision. Demonstrates that rural women pay a particularly high price for the lack of infrastructure, in time spent accessing water for domestic or agricultural uses, processing and marketing food and other agricultural or non-farm products, collecting firewood and reaching health services for themselves and their families. Affirms that this 'time poverty' limits their ability to develop or access complementary sources of income. Argues that rural infrastructure programmes can enhance women's participation and benefits - as workers during construction and as beneficiaries of the asset(s) created.
