Space Security involves the use of space (in particular communication, navigation, earth observation, and electronic intelligence satellites) for military and security purposes on earth and also the maintenance of space (in particular the earth orbits) as safe and secure areas for conducting peaceful activities. The two aspects can be summarized as "space for security on earth" and “the safeguarding of space for peaceful endeavors.” The Handbook will provide a sophisticated, cutting-edge resource on the space security policy portfolio and the associated assets, assisting fellow members of the global space community and other interested policy-making and academic audiences in keeping abreast of the current and future directions of this vital dimension of international space policy. The debate on coordinated space security measures, including relevant 'Transparency and Confidence-Building Measures,' remains at a relatively early stage of development. The book offers a comprehensive description of the various components of space security and how these challenges are being addressed today. It will also provide a number of recommendations concerning how best to advance this space policy area, given the often competing objectives of the world's major space-faring nations. The critical role to be played by the United States and Europe as an intermediary and "middle diplomat" in promoting sustainable norms of behavior for space will likewise be highlighted. In providing a global and coherent analytical approach to space security today, the Handbook focuses on four areas that together define the entire space security area: policies, technologies, applications, and programs. This structure will assure the overall view of the subject from its political to its technical aspects. Internationally recognized experts in each of the above fields contribute, with their analytical synthesis assured by the section editors.

The book describes the recent trends in space policy and the space sector overall. The Yearbook includes the proceedings of ESPI's 12th Autumn Conference, which discussed the growing importance of Security in Outer Space and the stakes for civilian space programmes in the public and private sectors. Bringing together satellite operators, SMEs, European and American institutions, and think tanks, the Autumn Conference served as platform for fresh insights on security in outer space and the potential of transatlantic relations to address its challenges. The Yearbook also includes executive summaries of ESPI's work in 2017 as well as ESPI's 2017 Executive Briefs, covering topics such as suborbital spaceflight, super heavy lift launch vehicles, collaboration with China, and the delimitation of outer space. All in all, the book gives a detailed review of space policy developments worldwide, contextualised with information about national-level space industries and activity and broader political and economic conditions. The readership is expected to include the staff of space agencies, the space industry, and the space law and policy research community.

Confronting China addresses the central security questions of our generation: How best can the United States deter Chinese aggression and win the peace? Deterring Chinese aggression and winning the peace necessitates an integrated approach that draws upon all instruments of US national power. Drawing on the insightful analysis of more than a dozen senior national security practitioners, chapters discuss the China challenge from multiple perspectives. Contributors examine the different dimensions of China's growing power and assess how well they advance the Chinese Communist Party's political ambitions and what must be done to counter them. Drawing upon each writer's particular areas of expertise, chapter authors provide concrete, strategy-based, and resource-informed policy recommendations. In the concluding chapter, the editors review common threads and key insights from the preceding chapters, placing them in a larger strategic context.

"Historical Matters Concerning Xinjiang" is a white paper published by the China State Council Information Office. The Xinjiang Uygur Autonomous Region is situated in northwest China and in the hinterland of the Eurasian Continent. It borders eight countries: Mongolia, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan, and India. It was a place where the famed Silk Road connected ancient China with the rest of the world and where diverse cultures gathered. The Chinese government issues the paper to counter claims made that the Xinjiang region is not part of China and resist what it terms as an, "attempt to separate ethnic groups in Xinjiang from the Chinese nation and ethnic cultures in the region from the diverse but integrated Chinese culture."
