This Book includes selected papers that has been published in the Water journal Special Issue (SI) on Water Supply and Water Scarcity. Moreover, an overview of the SI is included. The papers selected for publication in the SI include review and research papers on water history, on water management issues under water scarcity regimes, on rainwater harvesting, on water quality and degradation, and on climatic variability impacts on water resources. Overall, the issue identify and highlight the main challenges in water sector, and particularly in management and protection of water resources and in use of alternative (non-conventional) water resources, especially in areas with demographic change and climate vulnerability in order to achieve sustainable and secure water supply. Furthermore, general guidelines and possible solutions for an improved and sophisticated water management system are proposed and discussed, such as the adoption of advanced technological solutions and practices that improve water-use efficiency and the use of alternative water resources, to address the growing environmental and health issues and to reduce the emerging conflicts among water users.

The progressive developments of all sectors and the present water policy in the MENA countries have resulted in a difficult water shortage. In fact, one of the most critical challenges nowadays is the drastically decreasing water availability per capita in most of the MENA States. Cities, industries, agriculture and the environment are seriously impaired. Several cities in the MENA region have literally run out of water recently, resulting in major havoc and costs for citizens, business and government. Water scarcity and droughts severely affect local communities and disrupt supply chains through disseminating agricultural production and limiting industrial production. Scarcity is expected to intensify with most forms of economic development, and as a result of extreme variability in climate. If unmitigated, extreme droughts will have an aggravating impact on economies, societies and the environment in the MENA region and in all parts of the world. To cope with the water scarcity situation, water-use efficiency across all sectors should be substantially increased and sustainable withdrawals should be ensured. Moreover, exploitation of non-conventional water supplies is regarded being a valuable option for all countries despite their sharply contrasting water situation. In addition, water pollution issues are of high priority and crucial to address to stakeholders in terms of environment, health, and agriculture, and involving them into related R&D projects. Involving higher education sector through universities is to guarantee analyzing the problems and investigating new approaches while transferring knowledge and practical skills.

The book presents an interdisciplinary systematic evaluation of increasing water stress and scarcity over the globe and specifically South Africa. South Africa is used as the prime example as the country is experiencing similar water challenges in terms of availability and quality as most regions across the globe. Water availability is predominantly used to illustrate water scarcity however, continued degradation of the world’s freshwater resources, by a multitude of natural and anthropogenic factors, have consequently exacerbated water stress and scarcity due to it being of insufficient quality for various uses. The increase of water scarcity through both natural and anthropogenic factors has in turn led to water being viewed as an increasing risk within all spheres. Water as a source of conflict has come to the forefront especially within regions which struggle to meet the increasing demands from different water users and trying to achieve future sustainability of the resource. The increase of water scarcity and stress as well as the continued pressure of population and economic growth has brought various new challenges into play. This book focuses on water as an increasing risk over the globe and specifically South Africa by reviewing both water availability and quality, evaluating water as a global and national risk. The book concludes by focusing on current limitations, necessary strategic actions as well as possible policy-related changes which may be required to adapt to future water challenges and to lessen water as an increasing risk.

Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

One of the main problems confronting the world of the 21st Century is a shortage of water.
