Excerpt from New River Basin Comprehensive Water Resources Plan, Vol. 2: Economic Base Study Volume IV Water Resource Requirement Volume V Engineering Development Alternatives Volume VI Implementation of Development Alternatives The ultimate aim of river projects and programs, in common with all other productive activity, is to satisfy human needs and desires. The objectives of economic analysis in planning river basin and watershed programs is to provide a guide for effective use of the required economic resources, such as land, labor and materials, in producing goods and services to satisfy human wants by determining whether economic resources would be used more effectively than would be the case without the The following summary of chapters in Volume II is included for the benefit of those reading the volume who do not wish to examine the technical data and analyses in the Economic Base Study in detail° Chapter I contains a discussion of the shape of the future New River Basin and a look into the anticipated economy in the year 2020, Proposed Practices for Economic Analysis of River Basin Projects. The Second Edition of the Price of Water expands on the coverage of the first edition and ambitiously develops the theme of the proper management of river basins, both with respect to the control of rivers’ water quality and the defence of their quantitative flows from source to sea. Using the hydrosocial balance concept of the first edition, and the grand theory of catchment water deficits, a remarkable breakthrough is made in understanding how river flows are destroyed by human society. Drawing on extensive empirical research into the Kafue River Basin and the Thames River Basin, it is shown that the exhaustion of river flows that we see on a world-wide scale can be explained by just five measurable ‘drivers’ to basin surplus and basin deficit. Moreover, by specifying the key drivers and measuring their value, the basis is provided for economic, engineering and land management strategies that will reverse river basin destruction. Bringing together 20 papers previously published in refereed journals, The Price of Water provides information that many readers would not otherwise have been able to access to through their professional and academic libraries. The scope of the book is broad, dealing with a diverse range of subjects such as regional and catchment planning and integrated water resources management. Topics considered include: both water quantities and qualities drought management the "virtual water" controversy farmers water-rights the economic demand for water the design of abstraction charges the cost and use of irrigation water the design of effluent charges the "willingness-to-pay" methodology catchment water deficits water resource impacts of new property construction water leakage impact on river basins managing water quality within EC directives.

The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes. Integrating Water Resources Management develops guidelines for interdisciplinary methods to assess and implement IWRM assesses the transferability of case study results enhances the dialogue between decision-makers, stakeholders and scientists disseminates data and information to stakeholders to promote participatory planning and integrated decision-making, taking adequate account of the rights of poor people and gender roles More information about the book can be found on the Water Wiki in an article written by the author here: http://www.iwawaterwiki.org/xwiki/bin/view/Articles/IntegratingWaterResourcesManagement
