This guide provides the technical information required to implement the application of cold-mix recycling of asphalt concrete pavements. Included are details on areas on application, benefits/advantages, limitations/ disadvantages, and costs associated with this technology. Information is provided on two demonstration sites at Fort Gillem, Georgia, and Fort Leavenworth, Kansas. This manual has been prepared to provide information on the latest (1983) methods of cold-mix recycling using emulsified asphalt or hot asphalt cement. (Cutback asphalts are not included because of environmental and energy restraints.) It details means of evaluating materials used in cold-mix recycling, and techniques for mix design and the thickness design of recycled pavement structures. This manual also includes current procedures for removing old pavements, storing and processing reclaimed materials, and constructing recycled pavements using both in-place and central plant production methods.

This synthesis will be of interest to pavement designers, construction engineers, and others interested in economical methods for reconstructing or rehabilitating bituminous pavements. Information is provided on the processes and procedures used by a number of states to recycle asphalt pavements in place without application of heat. Since 1975 a growing number of state highway agencies have reconstructed or rehabilitated asphalt pavements by recycling the old pavement in place. This report of the Transportation Research Board describes the processes used for cold in-place recycling, including construction procedures, mix designs, mixture properties, performance, and specifications.
