Policy Towards Bosnia: Hearing Before the Committee on International Relations, House of Representatives, One Hundred Fourth Congress, Second Session Second, at that point, especially in Eastern Bosnia, the Govern ment of Bosnia forces were under intense pressure. They were outgunned, they were outmanned, they were ceding territory and we were very concerned at that moment that a military debacle might well have ensued. Therefore when the question was posed to us, as I indicated in my prepared statement, we had three choices. One was to try actively to oppose the shipment of arms to the Bosnians by several governments, including Iran. If we had done so, it would have weakened further the military cause of the Bosnian Government already under siege, as I mentioned before.
