This book examines attempts to influence the outcome of the negotiations between Iran and the United States over Iran’s nuclear capabilities. In particular, it focuses on struggles within the United States around public and congressional opinion with regard to the accord. Trying to prevent a successful outcome to the talks became a cottage industry in Washington, with the casino billionaire Sheldon Adelson being just one of those who were pouring millions of dollars into the effort. On the pro-diplomacy side, there were a wide range of religious, peace, and arms control groups with some financial support coming from the Ploughshares Fund trying to create the space for a negotiated agreement. Odds that the Iran nuclear deal can be revived have diminished over recent months. The expansion of Iran’s nuclear program is eroding the nonproliferation value of the deal and, at some point, returning to the deal will no longer be in the United States’ interest. What are those technical changes underway in Iran’s nuclear program? And why exactly might they imperil a chance at restoring the JCPOA? The technical developments taking place will remain relevant if and when the original participants in the nuclear deal reconvene in Vienna to negotiate its revival. Indeed, changes to Iran’s nuclear program and related elements—particularly over the past year, but some going back longer—have implications that go beyond the JCPOA. These changes—a mix of progress in some areas and setbacks in others—not only make a return to the original JCPOA more difficult, but they will also require that the United States rethink how to detect any future attempt by Iran to build nuclear weapons as well as the benefits and risks of various policy options for containing Iran’s nuclear program.

Little more than a year ago, the Nonproliferation Policy Education Center (NPEC) completed its initial analysis of Iran's nuclear program, Checking Iran's Nuclear Ambitions. Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.

In July 2015, eight parties – France, Germany and the United Kingdom, together with the European Union and China, Russia and the United States on the one side, and Iran on the other – adopted the Joint Comprehensive Plan of Action (JCPOA), better known as the Iran nuclear deal. Under the agreement, Iran accepted limits to its nuclear programme in return for sanctions relief. Hailed by some as a diplomatic achievement, detractors – both in the US and the Middle East – saw the deal as overly lenient. In May 2018, US President Donald Trump announced that the US would cease waiving sanctions and withdraw from the agreement. This Adelphi book assesses that Trump’s decision was a grave error. Like any multilateral agreement, the deal was not perfect, but Iran had been honouring its commitments. Drawing on a deep understanding of the non-proliferation regime and technical expertise, the authors trace the emergence of antipathy to the JCPOA and set out how many of the politicised criticisms of the accord are demonstrably incorrect. They argue that the little-known Procurement Channel – established by the JCPOA to give Iran a legitimate route to procure goods and services for its now-limited nuclear programme – has been an effective check on Iran’s illicit procurement of nuclear-related goods. Moreover, this book demonstrates that Iran’s nuclear and ballistic-missile programmes are not intrinsically linked, as not all Iranian missiles are designed to be nuclear-capable. While the deal endures for now, its survival will ultimately depend on Iran.
