This title was first published in 2003. Since 1990, Central and Eastern European countries have experienced increased economic integration with the European Union. The spatial implications of this process have been little investigated so far. Have patterns of regional specialization and industrial concentration changed during the 1990s? How does regional specialization relate to economic performance? How has access to Western markets affected the regional wage structure? What types of regions are winners and what types of regions are losers? This book poses and answers such policy relevant questions. It is organized into three parts. The first introduces the main features of economic integration and transition processes in Central and Eastern Europe and discusses the theoretical and methodological framework of the research. The second part examines the cases of five countries: Bulgaria, Estonia, Hungary, Romania and Slovenia, and the final part includes three comparative analyses which explain the underlying factors that determine the changing patterns of location of manufacturing activity, the adjustment pattern of regional wages and adaptation processes in border regions in the five countries.

This book brings together up-to-date findings on the regional dimensions of European labour markets. It provides a conceptual and empirical study of the interactions between the European economy and its regions, paying particular attention to the issue of the transition of Central and Eastern European countries to a market economy. The topics analysed include: the structure of the shocks affecting employment (regional, industrial, national), the relationships between labour market efficiency and the regional distribution of unemployment, wage flexibility in EU member countries or in their regions and the role of active labour market policies in affecting the regional distribution of employment and unemployment.

This title was first published in 2003. This work intends to make an important and interesting contribution to the wider debate on European regional development. It looks beyond the confines of the EU proper and combines interesting and relevant case studies from a broader pan-European perspective. Also, the approaches adopted are informed by a variety of theoretical positions. By addressing the changing roles of SMEs in different regions of Eastern Europe, readers should gain insights into the different dimensions of SME development and the link between SMEs and regional growth.

Why are regional unemployment differentials in Europe so persistent if, as the wage curve literature demonstrates, there is no compensation in labour markets? We hypothesize that workers in high-unemployment regions are compensated in housing markets. Modelling regional unemployment differentials as a consequence of centralized wage bargaining, we show that clearing of land markets may undo the incentive for workers to migrate to low-unemployment regions in general equilibrium. The compensating differentials hypothesis is tested on city-level data for several countries. Controlling for variation in income and amenities, housing is found to be about 3 percent less expensive on average in cities where unemployment is 10 percent up. An analysis of housing demand survey data, which takes account of housing heterogeneity, yields a similar negative relationship. The magnitude of the income effect generated by this compensating differential is consistent with a -0.10 wage curve elasticity. These findings weaken the case for regional support programs.

Floro Ernesto Caroleo and Francesco Pastore This book was conceived to collect selected essays presented at the session on “The Labour Market Impact of the European Union Enlargements. A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.
