It is estimated that nearly one in seven people — more than 1 billion in total — are classified as migrants in national statistics. Of these, about 763 million are estimated to be internal migrants; the remaining 281 million are international migrants (International Organization for Migration 2021). Migration is an intrinsic part of the development process, representing one of the greatest opportunities to facilitate economic and social advancement in developing countries. Understanding how different types of individuals and households perceive these opportunities and overcome related constraints, and how these change over time, is of key interest. At the same time, migration presents one of the world’s biggest challenges, requiring adjustments by both sending and hosting communities, and understanding those adjustments is a priority. The CGIAR Research Program on Policies, Institutions, and Markets (PIM) has undertaken more than 40 studies designed to explore the causes and consequences of internal and international migration. In aggregate, the studies help us understand what motivates people to migrate and what factors impinge on their ability to do so. These studies focused on the relationship of migration with rural transformation, gender, youth, climate change, and social protection and cut across the whole PIM research portfolio. This brief synthesizes findings from this research in an attempt to present a more complete picture. While there is a vast literature on migration external to PIM and CGIAR, the results of the PIM investiga­tions constitute valuable inputs into national pol­icies and programs designed to foster economic and social development while maximizing the benefits and reducing the risks of migration.

About 55 million Europeans migrated to the New World between 1850 and 1914, landing in North and South America and in Australia. This mass migration marked a profound shift in the distribution of global population and economic activity. In this book, Timothy J. Hatton and Jeffrey G. Williamson describe the migration and analyze its causes and effects. Their study offers a comprehensive treatment of a vital period in the modern economic development of the Western world. Moreover, it explores questions that we still debate today: Why does a nation's emigration rate typically rise with early industrialization? How do immigrants choose their destinations? Are international labor markets segmented? Do immigrants "rob" jobs from locals? What impact do migrants have on living standards in the host and sending countries? Did mass migration make an important contribution to the catching-up of poor countries on rich? Did it create a globalization backlash? This work takes a new view of mass migration. Although often bold and controversial in method, it is the first to assign an explicitly economic interpretation to this important social phenomenon. The Age of Mass Migration will be useful to all students of migration, and to anyone interested in economic growth and globalization.

Though globalisation of the world economy is currently a powerful force, people’s international mobility appears to still be very limited. The goal of this book is to improve our knowledge of the true effects of migration flows. It includes contributions by prominent academic researchers analysing the socio-economic impact of migration in a variety of contexts: interconnection of people and trade flows, causes and consequences of capital remittances, understanding the macroeconomic impact of migration and the labour market effects of people’s flows. The latest analytical methodologies are employed in all chapters, while interesting policy guidelines emerge from the investigations. The style of the volume makes it accessible for both non-experts and advanced readers interested in this hot topic of today’s world.

This decade has been marked by multiple, often overlapping, crises. The COVID-19 pandemic, natural disasters, and the ongoing war in Ukraine have all threatened the fabric of our global food systems. But opportunities can be found amid crises, and the world’s food systems have demonstrated surprising resilience. With new evidence on what works, now is the time to rethink how we address food crises. Better prediction, preparation, and resilience building can make future crises less common and less devastating, and improved responses can contribute to greater food security, better nutrition, and sustainable livelihoods.

PIM had a productive final year centered on synthesizing findings while continuing to respond to demand on the impacts of COVID-19 and preparing the transition to the new CGIAR portfolio. PIM findings and engagement contributed to Myanmar’s response to COVID-19, South Africa’s policies on resilience to climate change, Tunisia's policies for pastoral development, a reform of Nigeria’s national agricultural research system, Ghana’s fish seed and farm certification system, gender strategies for three agricultural value chains in Honduras, and genome editing guidelines for the agricultural sector in four African countries. PIM research informed policy documents of FAO, IFAD, One CGIAR, the UK Government, the World Bank and the World Food Programme. PIM tools enabled more equitable co-management of 76 protected areas in Peru and informed World Bank social protection projects. Books on food security in Bangladesh and Malawi, trade in Latin America, African agricultural value chains and gender were published. 42 PIM synthesis briefs and notes were issued, summarizing research results in key thematic areas. PIM contributed 181 journal articles, 8 journal issues (on demand driven seed systems, China’s response to COVID-19, agriculture and food security in China under COVID-19, food loss and waste, landscape restoration, multistakeholder fora in forestry and two issues on gender), 15 book chapters and about 500 non-peer-reviewed outputs. 16 PIM webinars were organized. PIM’s contributions to the United Nations Food Systems Summit covered agricultural extension, food system innovations and digital technologies, the future of small farms, the science-policy interface, the cost of ending hunger by 2030, food waste and loss, management of the commons and gender. Building on past PIM investments in economywide modeling tools and social accounting matrices, PIM teams continued to assess the impacts of COVID-19 and policy responses at country level. Lessons learned from PIM country-level analyses on COVID-19’s impacts on food systems, poverty and diets are summarized in a chapter of the IFPRI 2022 book “COVID19 and global food security: Two years later”. A paper in partnership with the CGIAR COVID19 Hub reviewed the literature on agri-food value chains for evidence of fractures and resilience in response to the pandemic. The results of coordinated studies on the impacts of COVID-19 on value chains in different countries were published. Several cross-CGIAR outputs initiated by PIM speak to the fulfillment of PIM’s convening role as an integrating program: the CGIAR Foresight Report and CGIAR foresight website; several outputs produced through the CGIAR Community of Excellence on Seed Systems Development, and the CGIAR book “Advancing gender equality through agricultural and environmental research: Past, present, and future” are examples. Other examples of PIM global public goods produced in 2021 are 27 innovations at various stages of uptake, a cross-cutting effort to distill PIM lessons on migration; new or updated social accounting matrices for 25 countries; and lessons and tools on stakeholder platforms for natural resource governance. Independent reviews assessed the effectiveness of PIM’s partnerships and the use by partners of PIM’s work on economywide modelling, agricultural insurance, tenure and governance, and the Ag-Incentives database.

Migration has been a key feature of several far-reaching political events that have shaken the western world in recent years. How western countries handle issues of how to regulate immigration appears critical for their future development. Many agree on this, but at the same time think they know too little about these issues. This book has been written for those who want to find out more about why people migrate and what the consequences are of their doing so. It looks at what motives drive people to migrate and at migrants’ economic outcomes in their destination countries. It describes the state of knowledge about the economic and social consequences of migration for the communities that receive the migrants. And it discusses what scope there is in the west for increasing the level of control over migration.
