WIDER The World Institute for Development Economics Research, established in 1984, started work in Helsinki in 1985, with the financial support of the Government of Finland. The principal purpose of the Institute is to help identify and meet the need for policy-oriented socio-economic research on pressing global and development problems and their inter-relationships. WIDER's research projects are grouped into three main themes: hunger and poverty; money, finance, and trade; and development and technological transformation. Volume III deals with the strategic options for the elimination of endemic hunger. The topics covered include: the comparative extent of hunger and deprivation in different parts of the world; the influence of food production; the interconnections between economic growth and public support; the role of economic diversification in reducing vulnerability; the potential impact of direct public provisioning on living standards; and the politics of public action. This paper brings structure to the discussion of private-sector engagement in nutrition by clarifying different models of engagement, reviews the evidence base on public-private partnerships (PPPs) for the reduction of undernutrition, and outlines some potential ways forward. We find that there are few independent, rigorous assessments of the impact of commercial-sector engagement in nutrition. Considerable caution is thus warranted when assessing PPPs in nutrition. Looking forward, future progress requires that the private sector recognize that past and current actions by some firms have created an environment of mistrust. It requires that the public sector accept that sustainable PPPs are those which permit private firms to generate profits. There is significant scope for the private sector to drive innovations that could reduce undernutrition, and, more speculatively, there may be scope for the private sector to act as a financier. Underpinning all these efforts must lie open discussions of the objectives, roles, and expectations of all parties along with potential conflicts of interest; an open space or platform where issues and challenges can be discussed and addressed; incentives for the private sector to take on pro-nutrition roles; strong, transparent, and well-enforced monitoring processes; and serious, independent evaluations of these activities.

Advances in science and policy during the past 50 years have prevented the predicted widespread food shortages as the world's population soared. Malnutrition, however, remains prevalent. This book details strategies and practical approaches designed to alleviate hunger and malnutrition in a new era where technological change, markets, patterns of governance, and social programs have an increasingly global dimension. More specifically, this book addresses a range of considerations including the role of small farmers in a world where the global reach of multinational corporations have enormous control from the farm to local markets and the grocery store; misgivings and misperceptions about genetically modified foods; the increasing competition of food and energy sectors for agricultural output; the importance of micronutrient deficiencies and chronic disease related to obesity, which often coexists in the same communities as hunger; and issues of sustainability of the food and agricultural system in an period when there is increasing concerns over global warming and environmental degradation. Currently there is also more emphasis on evidence-based policymaking, which has raised the standard of proof for evaluating the impact of micro-level interventions that have traditionally been so widely embraced and are now under increased scrutiny. It is in this context that this book provides practical advice on programs that can effectively target those at greatest risk of malnutrition and guidance on policies to promote a healthy and sustainable food and agricultural system. Overlaying all of these challenges is the book's emphasis on both identifying data and information needs for decision-making, and practical considerations for better understanding the domestic and international political and social constraints that need to be addressed when trying to translate scientific knowledge and information into practice.

A review of 120 studies published since 2006 was undertaken to examine the relationship between food insecurity at the household or individual level and the following nutrition indicators: child stunting, child wasting, low birth weight, exclusive breastfeeding of infants < 6 months of age, anaemia in women of reproductive age, child overweight and adult obesity. While there is some evidence of a direct association between food insecurity and stunting for children in lower-middle and upper-middle income countries, evidence of links between food insecurity and either child wasting or overweight is almost absent, with the exception of an association with overweight among girls in middle- and high-income countries. The obesity–food insecurity link is most predominant among women in high-income countries, while it is almost absent in men. In addition, food insecurity increases the risk for low birth weight in infants and anaemia in women. Methodological concerns that pose challenges for valid comparison of results relate to study design, data analysis techniques, use of different indicators of household/individual food security and malnutrition, and the limited availability of high-quality micro-level data from large-scale surveys. Most studies report correlation rather than causal associations between food insecurity and nutrition indicators; longitudinal micro-level data from large-scale surveys can help establish causal association and capture the dynamic nature of food insecurity. Food insecurity emerges as a predictor of undernutrition as well as overweight and obesity, highlighting the need for multisectoral strategies and policies to combat food insecurity and multiple forms of malnutrition.
