Explores a framework for incorporating freight needs for all modes into transportation planning and priority programming by state, regional, metropolitan, local, and special transportation agencies. The report covers technical issues, organizational suggestions, and communication requirements of freight planning and programming. A project final report that describes the case studies used to help develop the guidebook and other resources used in the guidebook is available as NCHRP Web-Only. Document 112.

Two conferences on Refocusing Transportation Planning for the 21st Century were held in 1999 following passage of the Transportation Equity Act for the 21st Century (TEA-21). The first conference focused on the identification of key trends, issues, and general areas of research. The results of Conference I, which produced stand-alone products, were used as input for Conference II. The second conference had the specific objective of producing research problem statements. Its mission was to review the results of the first conference by developing these statements. Conference II produced a number of detailed research statements that form the basis for the National Agenda for Transportation Planning Research. The proceedings of both conferences are presented in this report.

This report contains a list of 39 factors that influence the linkage between programming and long-range plans. This list was developed from recent literature and extensive interviews with agency staff and other experts in the field. While the discussion of the critical factors is helpful, the report takes this topic one step further by providing suggested paths for improving the linkage between planning and programming.

Why plan? How and what do we plan? Who plans for whom? These three questions are then applied across three major topics in planning: States, Markets, and the Provision of Social Goods; The Methods and Substance of Planning; and Agency, Implementation, and Decision Making.
