Heritage became a target during the Yugoslav Wars as part of ethnic cleansing and urbicide. Out of the ashes of war, pasts were remodelled, places took on new layers of meaning, and a wave of new memorialization took hold. Three decades since the fall of Vukovar and the end of the siege of Sarajevo, and more than a decade since Kosovo’s Declaration of Independence, conflict has shifted from armed confrontations to battles about the past. The former Yugoslavia has been described on the one hand as a bastion of plurality and multiculturalism, and on the other, as a territory of antagonism and radical nationalisms, echoing imaginaries and narratives relevant to Europe as a whole. With Croatia having entered the EU in 2013 and the continuous political contestation in the region, wounds in the memory fabric of the former Yugoslavia have once more come to the world’s attention. Thus, there is the question what will happen when the former republics are ‘reunited’ once more under the EU umbrella, itself beset by increasing populisms, nationalisms, and the looming prospects of territorial fragmentation. This collection scrutinizes the role of heritage in ‘conflict-time’, inquires what role the past might have in creating new identities at the local, regional, national, and supra-national levels, and investigates the dynamics of heritage as a process.

Described as ‘cultural crossroads’ or ‘mosaic’, ‘powder keg’, ‘border’, ‘bridge’ or Europe’s ‘Other’, the region comprising former Yugoslavia has, over time, conjured up ambiguous imaginaries associated with political unrest, national contest and ethnic divide. Since the disintegration of Yugoslavia and the succeeding Yugoslav Wars of the 1990s, both the geography and historiography of the region have been thoroughly reconfigured, which has impacted the ways in which heritage is interpreted and used at local, regional and national levels. In this ongoing process of heritage (re)interpretation, tourism is more than just a ‘dark’ spectacle. While it can be seen as a catalyst through which to filter or normalise dissonant memories, it can also be utilised as a powerful ideological tool which enables the narrative reinvention of contested traditions and divisive myths. Drawing on case studies from Bosnia-Herzegovina, Croatia and Kosovo, this volume generates new and fascinating insights into the contested terrain of heritage tourism in former Yugoslavia. It explores the manifold ways in which tourism stakeholders engage with, capitalise on, and make sense of sites and events marked by conflict and trauma. Unlike many previous studies, this book features contributions by emerging, early-career scholars emanating from within the region, and working across disciplines such as anthropology, art history, geography and political studies. This book analyzes how Second World War heritage is being reframed in the memorial museums of the post-socialist, post-conflict states of Croatia, Bosnia and Herzegovina, and Serbia. It argues that in all three countries, a reluctance to confront undesirable parts of their national histories is the root cause explaining why the state-funded Second World War memorial museums remain stuck in the postsocialist transition. In most cases, Second World War museums, exhibitions, and displays conceived in the Yugoslav period have been left unchanged. However, there are also examples where new sections were added to the old ones and there are a small number of completely reconceptualized permanent exhibitions. The transitional position of the Second World War museums has made it possible to view these institutions as historical formations in their own right. The book will appeal to students and academics working in the fields of heritage and museums studies, memory studies, and cultural history of Southeast-Europe.

This book considers the sensitive heritage elements linked to the very issue of the origins of nations. Beliefs, rituals, and traditional knowledge are examples of intangible cultural heritage (ICH), which communities globally regard as the core of their cultural identity. When it is unclear which element of heritage “belongs” to whom, like in the Western Balkans, where the majority of heritage elements are shared, ICH disputes exacerbate conflict. Its mishandling is especially acute when minority heritage is excluded from governmental cultural policies. With a focus on Serbia, Croatia, Bosnia and Herzegovina, and Montenegro, this book has a global thematic scope, theoretical depth, and policy relevance to the scholars of anthropology and heritage studies as well as to those interested in cultural diversity, human rights, and cultural and educational policies. It will serve as a guide for those who professionally use cultural heritage, or want to start doing so, in the processes of reconciliation, stabilization, and development.

Border Heritage opens new insights in migration studies through analysis of the same emblematic eastern-central European borderland in Trieste, crossed by four refugee migrations over 70 years of history (1945–2022). Born from a dual personal and professional perspective, the book’s original structure starts from the Ukrainian displacement, going back to the asylum seekers arriving via the Balkans, then to refugees from the former Yugoslavia, and the exodus from Istria after the Second World War; the second part focuses on places, objects, and displaced memories. Each chapter begins with a particularly significant account by a refugee, which anchors the argument in everyday life and gives a human dimension to the following conceptual developments. All but scattered, the narrative plot offers a cohesive thread through the various chapters, analyzing how the various migrations have stratified, overlapped, and contaminated each other. Critically rethinking the heritage of a borderland means rethinking cognitive categories and being able to perceive the different nuances of those on the margins, without necessarily wanting to merge them into a generic “social inclusion” and instead giving them the right to a different voice. This book reverses the monochrome historical perspective to instead adopt the migrants’ perspective and make them the subject of study in a set of historical migrations.
