Excerpt from Orange County Land and Water Use Survey, 1964: August 1967 A periodic survey of land and water use is necessary to provide information on present water requirements and to form the basis of pre dictions of future water requirements and the need for supplemental water supplies. This is particularly true in an area such as Orange County where the recent rapid growth of population and industry and the result ing decline in irrigated agricultural acreage have created drastic changes in the character and amount of demand for water. Charting the land uses and water needs in areas such as this began in l9h7 when the California Legislature directed the Department of Water Resources and its predecessor agencies to conduct a comprehensive investigation of the water resources of the entire State. Out of this investigation came The California Water Plan a master blueprint for management of California's water resources. Since then, the Department has periodically updated its land and water use surveys to keep abreast of the changes taking place.
