Aquifer systems constitute a substancia part of a country's available water resources, yet in some regions they are very incompletely known and understood. Aquifer systems, much more commonly than transboundary rivers, can be shared between several countries that generally use them in an independent and often intensive manner, for drinking-water supply, industry and in particular for irrigated agriculture. The often poorly managed use of such resources leads in many cases to groundwater mining and apollution, which in ture creates local tensions, and the risk of crises and conflicts between countries. The aim of the present methodological guidebook is to deepen our knowledge of such groundwater systems, fostering a collaborative, equitable and sustainable management of these resources. It first recalls the main issues at stake regarding transboundary aquifers and the need for a more comprehensive approcah based on IWRM principles (Part I). It then describes some existing tools that can help in improving our knowledge and management of these precious resources; this includes technical, legal, organizational and economic tools, as well as training and cooperation tools (Part II). Finally, it proposes a progressive, multi-pronged approach for implementing the collaborative, equitable and sustainable management of transboundary aquifer systems. It also takes a look at hte potential mechanisms for creating and sustainably operating an appropriate institutional structure to manage these shared groundwater resources (Part III).

(SHORT VERSION) This article explores the role of hydrogeology in the emergence of management policies for the Guaraní Aquifer system, a vast transboundary groundwater reservoir shared by Argentina, Brazil, Paraguay, and Uruguay. It finds that the emergence of knowledge about the resources, which came concomitant with processes of democratization in the region and the constitution of new knowledge networks, fostered the political process that ultimately led to the implementation of joint management policies for the transboundary groundwaters.

Mexico lacks a public policy for the management of its transboundary aquifers. Based on the guidelines and international instruments developed for this purpose and considering the asymmetries that characterize the management of transboundary groundwater between Mexico and the United States, this work examines an academic proposal for the joint management of those international watercourses and seeks ways to protect and conserve this water, using the principles of sovereignty, territorial integrity, and sustainable development. The study finds that there is a relative ignorance and lack of interest in the subject among the various sectors dealing with the issue in Mexico.

Attending water security is an important challenge and a major systemic risk humanity faces in the years to come. This is due to population increase, over-consumption of water, especially in agriculture, climate change and various forms of water pollution. The issue becomes more complicated in transboundary water catchments that cover almost half of the world’s land surface, with about 60% of global river flow and 40% of the world’s population. Also, in many parts of the planet, like Saharan Africa, population depends on groundwater resources located in transboundary aquifer systems. These facts illustrate the importance of the book's subject, which is the governance of transboundary waters, both surface and groundwater. The book is written by two distinguished scientists, who, having worked in various international institutions, like UNESCO, GEF, UNEP and at the European Commission, have both an extended expertise on how to bridge the gap between science and political decision-making, which is the main factor for an effective governance of water resources. What is new in the book is the integrated analysis of transboundary governance of both surface water and groundwater, as it occurs in reality. In current literature, groundwater is still often missing for the benefit of surface water or, on the contrary, it is treated separately from surface water. The most important feature of the book is to distinguish between the real and a "good" or an effective transboundary water governance and to provide practical tools, methodologies and examples for its implementation in the field. This book establishes a framework for defining transboundary water cooperation and a methodology for evaluating its effectiveness, which will contribute to more effective and therefore successful cooperation processes. With the increasing focus on transboundary cooperation as a part of the Sustainable Development Goal Framework, there is global recognition of transboundary water cooperation as a tool for improved governance and management of transboundary surface and groundwaters. However, there is not an agreed upon definition of transboundary water cooperation in the literature or in practice. This book develops the Four Frames of Transboundary Water Cooperation, which is a neutral modular framework for developing context-specific explanatory definitions of transboundary water cooperation in basins and aquifers. The Four Frames of Cooperation are legal, institutional, relational, and outcome. However, we need to move beyond defining cooperation to understand better measures of the quality and effectiveness of cooperative processes. The Weighted Model of Effective Cooperation presents a first step in qualitatively evaluating the effectiveness of transboundary water cooperation. This model defines effective transboundary water cooperation and operationalizes a method to evaluate the effectiveness of cooperative processes over internationally shared waters. Effective cooperation emphasizes the relational and outcome frames of cooperation while working towards equitability and sustainability. Together, the Four Frames of Cooperation and the Weighted Model of Effective Cooperation will improve the understanding of cooperation and encourage a detailed evaluation of the quality, success, and effectiveness of cooperative processes.
