The central premise of Design for Transport is that the designer's role is to approach design for transport from the point of view of the user. People have a collection of wants and needs and a significant proportion of them are to do with their requirements for mobility. The identification, measurement, and allocation of benefits and costs for intelligent transportation systems (ITS) are critical areas of investigation that influence the decision making related to ITS implementation. Traditional methods have concentrated on safety improvements and congestion relief, where time savings and reduction of incidents have generated the bulk of ITS benefits for transportation users. This approach limits the scope of a benefit-cost analysis and an underestimation of ITS benefits. This report develops an alternative approach that identifies four separate beneficiaries of ITS. It proposes a hierarchy of costs and benefits identifying and classifying benefits in relation to relevant costs. This framework will allow policy makers to understand how the financing of ITS deployment could be structured. To demonstrate how such a framework would work in a real-world ITS application, the report includes two case studies: one on border crossing and one on congestion charging.

This report summarizes the results of a multi-year research project that looked into the benefits of deploying intelligent transportation systems (ITS) projects. In this report the researchers: summarize current estimates of the benefits of ITS deployments, and present detailed guidelines for evaluating existing ITS projects and for estimating potential benefits of prospective projects. In addition to describing what ITS is, the report addresses the range of benefits that can be expected from ITS deployments, identifies key sources for updated benefits information in a highly dynamic field, and develops a sound and consistent approach to setting goals and objectives and to measuring the benefits of ITS deployments. Using the detailed evaluation guidelines, the report identifies data collection and evaluation methodologies for 28 of the most commonly deployed market packages. Detailed evaluation "trees" are presented in an appendix.

The evaluation of the impacts of Intelligent Transportation System (ITS) treatments is at an early, but important stage. The national-level focus on a "few good measures" provides a standard, systematic method for understanding a variety of programs and projects. This report presents an expanded process and measures for considering the effect of ITS investments. A series of questions are proposed to bring out the potential effects of ITS programs that may not be analyzed due to relatively little data or complex relationships. This particularly relates to subject areas unfamiliar to the public sector transport agencies that typically are in charge of ITS deployment. These groups have little experience with logistics, supply chains, or business restructuring concepts. The report also recommends expanding one goal and adding another. It suggests that local goals be identified and studied as a way of exploring important attributes and developing future plans. The important factors might be better analyzed and incorporated with a multi-criteria analysis approach, rather than the traditional benefit/cost analysis. This approach will also allow the local concerns to be addressed in a more "customized" process and produce the statistics needed to compare local projects with national standards and results
