Annotation This book provides an independent and comprehensive review of World Bank irrigation lending and policy between 1948 and 1993. The Bank's role in irrigation lending has been large--more than $30 billion (in current U.S. dollars) spread over some 600 projects. Only 200 projects have been in place long enough to be assessed. The overall performance record is good, but there is room for improvement.The report finds that there are still pervasive problems in maintenance and operation. Operating chaos prevails in most large canal systems in the humid tropics. In drier areas, drainage is the biggest environmental problem associated with irrigation. The author argues for upgrading existing systems, improving service, involving irrigators, and saving water where it is scarce.

To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.

Development patterns, increasing population pressure, and the demand for better livelihoods in many parts of the globe all contribute to a steadily deepening global water crisis. Development redirects, consumes, and pollutes water. It also causes changes in the state of natural water reservoirs, directly by draining aquifers and indirectly by melting glaciers and the polar ice caps. Maintaining a sustainable relationship between water and development requires that current needs be balanced against the needs of future generations. The development community has transformed and broadened its approach to water since the 1980s. As stresses on the quality and availability of water have increased, donors have begun to move toward more comprehensive approaches that seek to integrate water into development in other sectors. This evaluation examines the full scope of the World Bank s lending and grant support for water activities. More than 30 background papers prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. IDA and IBRD (the Bank) have supported countries in many water-related sectors. The evaluation, by definition, is retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening institutions and increasing financial sustainability. Lessons and results from nearly 2,000 loans and credits, and work with 142 countries are identified.

Tales of Peasants, Traders, and Officials: Contracting in Rural Andhra Pradesh, 1980†“82 stems from a research project in the subfield of rural economic organization, with a focus on credit and irrigation, and on how public policy in these domains influenced agricultural development. The fieldwork was carried out in three states of the Indian Union between 1980 to 1982, including 14 villages in Andhra Pradesh. The survey covered villagers’ dealings in the markets for labor, tenancies, credit, and crops. It revealed not only diverse contractual forms in those markets, but also their interplay with access to credit and its terms. Understanding what motivates agents to contract in a particular way—or not at all—is essential in such a study. At the beginning and toward the close of the survey work, the principal investigators conducted interviews with focus groups, some respondents in the household sample, and various public officials, who were encouraged to speak freely. The first part of the monograph comprises an introductory chapter and two long travelogues, which provide structured accounts of the proceedings of those interviews. Next are formal analyses of various alternative contractual arrangements and the villagers’ choices among them. These are partly inductive; they draw on what respondents had to say about their options and decisions as well as received theory. Four topics are treated in detail: (1) the choice between employment as a casual laborer and as an attached farm servant; (2) the choice between sharecropping and fixed-rents paid in kind, with special reference to land irrigated by percolation wells; (3) the closely related matter of loans, subsidies, and corruption in connection with the profitability of investments in wells; and (4) the tying of loans for the cultivation of commercial crops to the arrangements for marketing them. The central importance of villagers’ outside options and access to credit emerges clearly.
