Excerpt from The Wisconsin Idea Thanks to the movement for genuinely democratic popular government which Senator La Follette led to overwhelming victory in Wisconsin, that state has become literally a laboratory for wise experimental legislation aiming to secure the social and political betterment of the people as a whole. Nothing is easier than to demand, on the stump, or in essays and editorials, the abolition of injustice and the securing to each man of his rights. But actually to accomplish practical and effective work along the line of such utterances is so hard that the average public man, and average public writer, have not even attempted it; and unfortunately too many of the men in public life who have seemed to attempt it have contented themselves with enacting legislation which, just because it made believe to do so much, in reality accomplished very little. But in Wisconsin there has been a successful effort to redeem the promises by performances, and to reduce theories into practice. In consequence legislative leaders and reformers pushing legislation in other states write by the hundred to the men in power in Wisconsin asking for information on what has been done. Mr. McCarthy, the chief of the Legislative Reference Library of the Free Library Commission, has written this book primarily to answer such inquiries. Between 1820 and 1910, nearly five and a half million German-speaking immigrants came to the United States in search of new homes, new opportunities, and freedom from European tyrannies. Most settled in the Midwest, and many came to Wisconsin, whose rich farmlands and rising cities attracted three major waves of immigrants. By 1900, German farmers, merchants, manufacturers, editors, and educators—to say nothing of German churches (both Catholic and Lutheran), cultural institutions, food, and folkways—had all set their mark upon Wisconsin. In the most recent census (1990), more than 53 percent of the state's residents considered themselves "German"—the highest of any state in the Union. In this best-selling book, now with updated text and additional historical photographs, Richard H. Zeitlin describes the values and ideas the Germans brought with them from the Old Country; highlights their achievements on the farm, in the workplace, and in the academy over the course of 150 years; and explains why their impact has been so profound and pervasive.

Democracy is increasingly the standard against which societies are measured. The term “democratic culture” designates the set of attitudes and behaviours that citizens need to have for democratic institutions and laws to function in practice. This is an important development from older perceptions of democracy, which focused on institutions, laws and procedures. It is a recognition that democracy will not function unless citizens want it to function. In all countries there are committed individuals aspiring to make their societies better democracies. As the Secretary General of the Council of Europe, Thorbjørn Jagland, has said on several occasions, our societies seek to address 21st-century issues through 19th-century institutions. Through contributions by authors from Europe, North America and other parts of the world, this book explores how higher education can help find new ways to develop commitment to public space and societal engagement and make democracy more vibrant.
